Job Description
The Indiana State Department of Health is currently seeking an Applications Analyst/ Program Specialist. The Applications Analyst / specialist Developer, capable of developing and supporting applications using modern web & server technologies. This position will provide senior/specialist level application systems support for the Health Care Quality and Regulatory Commission IT Systems within the Indiana State Department of Health.
Responsibilities
Assisting support in system enhancements, implementation, and maintenance of applications with oracle backend, lead and coordinating on new projects initiatives and other IT tasks assignments for Health Care Quality and Regulatory Commission.
Knowledge of database design, SDLC and nTier programming architecture.
Position is responsible for ensuring that the business requirements are met in a timely manner.
Submit ongoing technical recommendations for the improvement and streamline of current business processes.
Ensuring systems are modified to comply with new state and federal requirements as needed
Other IT duties as assigned.
Preferred Experience
Professional work experience in an Information Technology environment with 10+ full years of application design experience or accredited college training in a related field can substitute for experience.
Experience as a Full Stack Developer
10+ years, full-time professional work experience in an Information Technology environment.
Extensive experience with all phases of the Software Development Life Cycle including analysis, code development, testing, implementing and maintenance.
Expert in creating SQL Queries, PL/SQL package, function, stored procedure, triggers, and cursors.
Experience creating database objects like tables, views, sequences, synonyms, indexes using Oracle tools like SQL*Plus , SQL Developer and Toad.
Advanced knowledge of the information systems development life cycle, information technology, project tools and approaches to data retrieval and routing.
Thorough knowledge of enterprise security practices.
Ability to work in a team environment, with multiple and fluid demands.
Ability to communicate effectively, both orally and in writing.
Ability to maintain effective and professional working relationships with internal and external customers, and vendors.
Ability to prioritize projects and address immediate technical needs as they arise.
Experience with project management skills is a plus.
