Job Description:
The Cherokee Metropolitan District, a Title 32 Special District, has an opening for the position of General Manager. The incumbent will work under the direction of a five-member Board of Directors and will implement Board policies. The General Manager will directly supervise all division leaders, and determine and execute delegated administrative, financial and operational policies for the District involving; water and wastewater service, community parks, street lights and Cherokee Ridge Golf Course. The position requires compiling annual budgets, assisting in negotiations with other Districts and Organizations, assisting in the compilation and review of contracts, leases, and IGA?s, attending meetings and participating in organizations with which Cherokee is associated, coordinating with and directing legal counsel, interviewing with media for public relations and other issues, and any other directed by the Board. The General Manager position is a full-time, salaried, position, and is considered exempt under the Fair Labor Standards Act.
Knowledge, Skills and Abilities
Significant working knowledge of water and wastewater facilities and operations.
Understanding of, and experience with local government revenue enhancement and funding strategies.
Understanding of Colorado water law and experience managing a complex portfolio of water rights.
Demonstrated skill in successful multi-disciplinary project management.
Understanding of a wide variety of environmental issues, programs and regulations.
Innovative and diplomatic managerial approach to problem-solving and team-building.
Strong oral, written, and interpersonal communication skills.
Strong ability to forecast capital project needs.
General understanding of media and communication strategies.
Ability to communicate in a positive and friendly manner with coworkers and general public.
Ability to build and maintain effective working relationships with regional partners, the business community and land developers.
Understanding and commitment to ensuring regulatory compliance of all district facilities.
Ability to help guide the District?s long-term vision with respect to staffing, services, capital improvements and financial planning.
Education and/ or Experience Requirements
Requires a four-year degree in Business Management, or Public Administration, or Engineering, or Finance, or Accounting or related experience, but, subject to Board of Directors discretion, such a degree may not be required if years of experience & education are equivalent to degree.
Minimum of ten (10) years of experience in a related management field required with at least three (3) years in the public sector/local government preferred.
Minimum of five (5) years of executive supervisory experience and leading various divisions or departments.
Minimum of seven (7) years of experience in Utility or Governmental Agency Management.
Comprehensive knowledge of budgeting.
Working knowledge of the Colorado Revised Statutes, Title 32 and Colorado Water rights/law.
Proficiency in Microsoft Office.
Valid Driver?s License with an acceptable Motor Vehicle Record.
