Assistant Controller Job Opening in Washington, District of columbia - For over 30 years, AMEX International has provided a range of technical and institutional support to governments and donor agencies around the world. Some past and current clients include the United States Department of Agriculture (USDA), the National Institutes of Health (NIH), The World Bank, the United Nations (UN), and the United States Agency for International Development (USAID).
AMEX seeks an Assistant Controller to proactively manage the accounting department by providing leadership, support and oversight in several accounting functional areas. This is a part-time role with potential consideration for a full-time role in the future.
Reporting to the Controller and the Executive Vice President, this person will be responsible for managing the key Accounting systems software to properly record, report company operations as necessary. We are looking for someone who feels comfortable collaborating with individuals across various technical areas, and who has strong management and communication skills. Previous government contract experience, cost proposal preparation experience and proficiency in utilizing accounting systems software (i.e. Deltek) are a must. This individual must be able to and be at ease with multi-tasking in a deadline driven, time sensitive environment. Applicants should be organized, solution oriented, able to work with minimal supervision and interested in assuming increasing responsibilities over time.

JOB DESCRIPTION
Leads continuous improvement efforts within the accounting team by ensuring adherence to established accounting policies, practices and procedures recommended by auditors.
Provides recommendations and for improvement of existing policies and procedures. Assist in the transition to an upgraded accounting software.
Leads the accounting office effort to move to a digitized storage environment, including the design of a remote record keeping, filing and retrieval system.
Participates in business development meetings and contributes preliminary feasibility assessments and cost strategy for prospective submissions.
Reviews solicitation cost proposal requirements and develops related questions for submission to the contracting officer.
Develops cost proposal submissions for bids. This includes: 1) making refinements of pricing models?if required; 2) the leadership of pricing inputs; 3) development of cost notes/narratives; 4) budget analysis; and 5) ensuring that all other required cost proposal documents/inputs are prepared and integrated into the finalized cost proposal for submission.
Manages and reviews partner inputs for budget proposals for completeness, accuracy, and compliance with the terms of the solicitation. This includes: 1) the development or refinement of templates for partner cost proposal inputs-if necessary; and, 2) providing guidance to partners on cost proposal inputs and compliance. As necessary, leads reviews with other financial staff to help align partner budgets with a competitive cost strategy.
Assist project managers in monitoring and realigning project budgets if necessary.
Other duties as assigned by the Controller or Executive Vice President.
Supervisory Responsibility
Provides supporting oversight and management of accounting staff in support of all accounting functions.
Position Type/Expected Hours of Work
This is a part-time position. Days and hours of work are Monday through Friday, between 8:30 a.m. and 5 p.m. Work load will be limited to a maximum of 20 hours a week, unless specifically requested by the Controller or the Executive Vice President. This role may eventually transition to a full-time position.
Qualifications and Experience:
Bachelor?s Degree in Finance/Accounting, prefer a Master?s degree in Finance/Accounting or other related field.
Familiarity with FAR, DFAR, CAS, DCAA audits, preparation of Indirect Cost Proposals for submission to DCAA/ other Government agency.
Minimum of ten years of professional experience in the government contracting industry with some combination of project management and international development experience.
Ability to work independently with minimal supervision as well as effectively collaborate as part of team across all levels of the organization.
Proven capability to establish and maintain a wide array of professional relationships and networks, including with partners, subcontractors, customers, auditors and service providers.
Ability to quickly adjust to changing priorities and deadlines.
Excellent analytical, oral, and written communications, presentation, time management and problem-solving skills.
Demonstrable computer software expertise in accounting system software?Deltek Costpoint a plus.
Strong skills in all Microsoft Office tools, particularly Excel.
Prior experience in and a proven track record of managing and building teams.
Significant cost proposal development experience targeting USAI and other donors preferred.
