Business Systems Programmer/Analyst Job Opening in Schenectady, New york - The County of Schenectady is seeking an experienced and qualified individual for the position of Business Systems Programmer/Analyst . This position exists in the Schenectady County Information Technology Office and involves the responsibility for the analysis, development and support of custom and commercial business applications to various departments of the County. The work involves analyzing business requirements, researching commercially available solutions and assisting in development of custom applications. Create custom reports to address business issues. The incumbent reports directly to and works under the general supervision of a higher level employee.
TYPICAL WORK ACTIVITIES INCLUDE:
Analyze user requirements, procedures, and problems to automate or improve existing systems, capabilities and workflow;
Investigates issues, ensures the root problem is understood, and develops and implements long-term solutions with stakeholders;
Prioritizes system changes required to maintain system functionality;
Coordinates, develops and manages specific IT projects to increase efficiency of County operations;
Documents business/functional requirements for specific applications;
Develops and reviews system design documentation and specifications;
Develops and oversees testing of system changes or enhancements to ensure user and program requirements are met;
Coordinates the implementation of system changes and enhancements to departments;
Updates management on status of system changes and enhancements;
Develops and delivers training to system users;
Works in all areas of the Software Development Lifecycle from requirements gathering to implementation;
Analyzes business processes, documents current workflow, identify areas of improvement and recommends applications to increase business productivity and provides statistical data;
Pulls data from various applications and data sources to create custom reports;
Provides support and assistance to individuals and groups using software;
In addition to any or all of the duties described above, the incumbent may perform any other relevant duties assigned by the Chief Information Officer
FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS:
Knowledge of database structures, theories, principles and practices
A self-starter with excellent communication skills, able to communicate with various departments and levels within the organization
Advanced knowledge of Enterprise IT systems, project management
Adept in all Microsoft Office Suite products
Working knowledge of business process analysis and application development
Working knowledge of MS SQL Server and Windows Server technologies
Experience with MS SQL Reporting Services, Crystal Reports or similar
Excellent problem solving skills and a desire to comprehend and master complex technical challenges
Ability to establish and maintain effective working relationships
Ability to train others in application operations
Experience with web technologies (HTML5, JAVA, CSS, DRUPAL) a plus
Experience with VB, C#, C++, Visual Studio a plus
CANDIDATES MUST MEET THE FOLLOWING MINIMUM QUALIFICATIONS:
Graduation from a regionally accredited or New York State registered college or university with a Bachelor?s Degree in Computer Science, Computer Technology, Management Information Systems, Information Resource Management, or a related field and three (3) years of experience in: managing IT projects, developing requirements; performing systems analysis; business software applications; and performing end-user training; OR
Graduation from a regionally accredited or New York State registered college or university with a Bachelor?s degree in any field and five (5) years of experience as defined in (A), above; OR
Graduation from a regionally accredited or New York State registered college or university with an Associate?s degree in Computer Science, Computer Technology, Management Information Systems, Information Resource Management, or a related field and five (5) years of experience as defined in (A), above; OR
An equivalent combination of training and experience as defined by the limits of (A), (B), (C), above.
Budgeted salary range for this position is $60,000-$70,000.
