General Statement of Duties
Performs professional duties with regard to all facets of the Union's fiscal activities. Ensures accurate internal and external recording and reporting of financial transactions. Oversees budgeting, general ledger, accounts payable and receivable, and payroll functions. Ensures that accounting activities are in accordance with State and Federal regulatory standards and established policies and procedures. Assigns, directs, and exercises supervision over the daily activities of accounting staff. Participates in establishing and implementing major goals and objectives, and serves as a resource in all aspects of accounting.
Supervision
Works under the general supervision of the Business Administrator.
Supervision Exercised
Exercises supervision over the accounting staff regarding planning, assigning, and completion of budgetary and cost accounts, payroll preparation, and maintenance of accounts payable and receivable.
Examples of Duties
Responsible for the preparation, maintenance, and reporting of internal and external financial records and analyses.
Supervises the maintenance of detail and summary data, and assumes full responsibility for control figures. Supervises the preparation of accounting and operational reports including the development of quarterly reporting periods for time logs and the assignment of such to affected staff.
Ensures that policies are in accordance with evolving regulations, legal requirements, and office policy.
Trains accounting staff on procedural and technical matters and reviews work performance of same for technical adequacy and accuracy.
Assists Management in developing short and long term goals and objectives for the Finance Department.
Oversees the preparation of daily, monthly, annual, and other periodic financial statements and reports and assists the Treasurer in the development of annual budgets, and building leases and authorized transfer of funds
Responsible for ensuring the correct dues income is received from all state, county, municipal and private sector units.
Ensures that external document submissions and filings are accurate and timely including the annual registration, monthly collection of lobbying hours and quarterly financial statements of Association lobbyists.
Coordinates the annual audit. Ensures that accounting records and reports are in compliance with GAAP and government regulations. Cooperates with and assists external auditors as appropriate. Coordinates tax reporting requirements. Works with external accountants to file federal and state tax returns. Prepares and files payroll taxes, and tracks and reports fringe benefit tax data.
Responsible for establishing and maintaining effective business relations with union officers, board of directors, committee members, and volunteers. Ensures appropriate levels of confidentiality regarding union operations.
Responsible for ensuring chapter audits are completed in compliance with the Constitution. Completes special accounting projects as assigned.
Desired Minimum Qualifications
Education: Bachelor's degree from a recognized college or university with major study in accounting or business administration. Each additional year of approved formal education may be substituted for one year of required work experience.
Experience: Three years' experience in accounting or auditing work, one year of which must have been in a supervisory capacity. Each additional year of approved work experience may be substituted for one year of required formal education.
Proficiency in QuickBooks Pro Accounting, Microsoft Access and Microsoft Excel software desired. Experience in the State of New Hampshire budgetary process and the ability to perform statistical analysis desired.
