The Global Payroll Manager is responsible for ensuring all federal, state and international payroll regulations are properly maintained. Position is also responsible for the collection of employee?s time and the accuracy of all payrolls.
Principal Duties and Responsibilities (*Essential Duties)
Manage the domestic and international payroll and time collection processes per policies and procedures established by the United Service Organizations (USO) to include garnishments, special pays, retroactive payments, and benefit deductions.
Oversee compliance with federal, state, local and international employment law as well as timely payments to these agencies.
Prepare and reconcile year-end Form W2 and ensure all year-end filings are submitted and completed.
Maintain knowledge of current and new regulations and reporting requirements and plan system changes for compliance.
Prepare and document comprehensive payroll procedures and assist with the preparation of short and long term payroll strategies and policies.
Responsible for Payroll account reconciliations and variance explanations related to salary and wages.
Work with Human Resources and Finance to identify and implement process improvement to streamline transactions and improve controls.
Participate in other functions in the Accounting Operations department to include month-end close and disbursements.
Lead, manage and mentor Payroll Accountant. Perform assigned duties in the absence of Director of Accounting Operations
Perform other duties assigned by Director to include review of best practices for disbursements to improve efficiency and internal controls, management and reporting of eligible salaries for the grant, and development and implementation of exception and regulatory reporting for payroll.
Job Specifications
Bachelor?s Degree in Accounting, Finance or related field.
Certified Payroll Professional (CPP).
5-8 years of in-depth work experience overseeing complex domestic and international global payrolls. Some supervisory experience preferred.
Fluency in English. Ability to speak, read, and write in the language of the host country at a native level preferred.
Demonstrated ability to lead high-performing teams. Proven ability to drive change to improve payroll compliance.
Strong interpersonal and problem-solving skills. Ability to interact with USO Leadership, employees and government agencies at a variety of levels with integrity and professionalism.
Demonstrated ability to exercise sound judgment related to controversial and/or culturally sensitive subjects. Ability to handle confidential information with tact and poise.
Working knowledge of Generally Accepted Accounting Principles and standard business functions including project management and budgeting. In-depth knowledge of global accounting principles, practices and standards.
Demonstrated , with the ability to quickly and easily adapt to changing organizational needs.
Proficiency using computers and electronics equipment. Working knowledge of various software, applications, and programs including but not limited to Microsoft Office Suite and automated accounting systems. Experience with Ultimate Software (UltiPro) and Great Plains preferred.
Ability to obtain and maintain proper credentials necessary to access USO Center locations and facilities including but not limited to security, credit and/or background screening, SOFA status, valid driver?s license.

This position is located in Arlington, VA. Preference will be given to local candidates within commuting distance to the location.
