Must have MMIS experience . Local candidates preferred.
The State seeks a skilled professional with a deep level of requirements management experience who can work independently and alongside project team members, State agency representatives and all impacted Third Party vendors. The client uses a Hybrid (Waterfall/Agile) project methodology to implement projects, and requires significant organizational and leadership skills.
Specific duties include, but are not limited to:
Acts as liaison between State and vendor with testing activities;
Collaborates with multiple project teams and programs to develop and standardize the requirements management process;
Develops, execute and maintain the Requirement Management Plan, processes, procedures, and tools to ensure full Requirements Traceability, and includes but is not limited to determining how requirements will be managed, and reviewing deliverables created by all the BAs on the team for quality and consistency;
Design, develop and maintain requirements management standards for the PMO.
Tailor requirements standards for Agile, Iterative and Waterfall SDLC?s.
Provide governance to ensure adherence to the PMO requirements management standards for both internal and vendor run projects.
Perform continuous measurement and continuous improvement of the requirements management framework with quarterly release of framework enhancements.
Drive innovation by evaluating requirements management tools, new requirements elicitation techniques and requirement writing techniques on a regular basis.
Provide progress/status reports on requirements activities to leadership;
Plans, arranges and controls meetings and relations with the State and project team(s) throughout the project lifecycle;
Provides oversight/approval of vendor requirements management activities
First point of contact as Team Lead for business analysts fielding inquiries; regarding system implementation, requirements policy/procedures, and technical questions;
Designs and develops training program for Business Analysts to ensure consistent knowledge transfer incorporating a rigorous requirements management process;
Provides requirements interpretation and guidance to technical and test teams;
Proactively identifies risks, issues, and action items leading to viable solutions; Interacting with internal and external organizations (i.e. vendors, State and Federal government agencies, State providers and beneficiaries, and other stakeholders);
10 years? experience in all phases of Software Development Life Cycle (SDLC): Expertise designing, implementing, and supporting Enterprise-grade technical solutions meeting complex business requirements
8years? experience directing and managing business analysts and business analysis activities
8 years? experience eliciting, mining, and documenting business rules, processes
2 years Medicaid Eligibility or other healthcare insurance experience
Strong knowledge with requirements management tools like Jira, Doors, or other equivalent tools.
Excellent understanding and extensive involvement in various methodologies such as waterfall, iterative and AGILE in all stages of software development life cycle.
Lead teams and mentored individuals to increase productivity
Extensive experience in requirements elicitation techniques like (list the ones you want them to have here)
Extensive experience in creation of Use Case Scenarios, Business processes, work flow diagrams and process flows
Superb written and oral communications skills, including the ability to write requirements and Use Cases. Very Strong proficiency in English is required.
Experience and ability to obtain business processes and requirements information by interviewing business personnel and by mining laws, regulations, and policy documents.
Knowledge of formal business process documentation.
Understanding of business modeling techniques, including the use of graphical process flow software
Ability to effectively communicate to executive management, line management, project management, and team members.
MMIS experience (project or operations)
