About the Actuary Position
The Office of Medicaid Policy and Planning (OMPP) functions as a division within the Family and Social Services Administration (FSSA), which receives around 13 percent of the state's budget to ensure vital healthcare coverage for approximately 1 in 5 Hoosiers. The purpose of this position is to oversee the development and implementation of capitation rates for 1 million members in managed care. The incumbent will work with multiple contractors for rate setting, actuarial soundness, and managed health plans. The Capitation Rate Manager directly affects billions of dollars in expenditures and is responsible for acting as the primary subject matter expert.
A day in the life
Plan, analyze, and direct activities related to setting managed care capitation rates, processing of encounter data, and data validation studies to enhance accuracy and throughput.
Direct and review work of staff and contractors in the receipt, analysis, tracking, and reporting of encounter data submitted by managed care health plans; monitor and oversee work of the state?s actuary contractors and other rate setting vendors.
Organize and coordinate services and communication among OMPP sections and health plan administration for the purpose of identifying, resolving, and monitoring encounter and data validation, management issues.
Attend and lead internal and external meetings as the agency rate setting and encounter data expert, to answer questions, provide recommendations, and participate in problem solving and make decisions related to managed care capitation rates, encounter data, submissions, and processing. Report communicate findings and output with appropriate stakeholders.
Interpret various administrative rules, regulations, policies, and procedures pertaining to managed care capitation rate setting and encounter data collection. Work with the agency CFO, State Budget Agency, and FSSA Secretary to ensure rates are aligned with agency goals and mission. Develop and recommend rule or policy changes relating to rate setting, managed care, and other appropriate areas. Coordinate efforts and liaise with Indiana Department of Insurance.
Assists and owns other projects in support of the agency's mission as assigned by supervisor and division executives.
What we?re looking for
The FSSA is looking for a highly experienced and educated Actuary with exceptional analytical and decision making skills to play a vital role in working with the providers to set rates for Medicaid. In addition, candidates for this position must be a fellow or associate of the Society of Actuaries in addition to being a member of the American Academy of Actuaries.
For a candidate to be considered for the Actuary position, a bachelor?s degree in appropriate field with at least six years of experience in healthcare, program administration, or similar with progressive growth in responsibilities and leadership.
A graduate degree and direct experience with managed care is preferred. In addition, extensive knowledge of all source materials and references, including federal and state laws governing Indiana Health Coverage Programs, medical insurance, and other FSSA initiatives is required.
