Galveston County Health District is seeking a new Director of Contracts & Compliance!
The right candidate is responsible for assuring program, organizational, and policy-making compliance and to maintain all contractual agreements for the District as well as oversee risk and safety functions and facilities and fleet.

Required:
Bachelor?s degree in Business or related field (Preference of Master degree in a related field or Juris Doctorate)
3+ years of experience writing and interpreting contracts and other legal documents
2+ years of experience in public/governmental sector
3+ years of experience conducting compliance audits, investigations, and/or executive report writing
1+ years supervisory experience
Experience in developing and reviewing contracts
Experience in writing reports related to internal investigations
Experience in drafting policies and procedures
Must have knowledge of web-based locations of applicable laws, rules and regulations impacting the organization and of resources for guidance to public health and healthcare organizations
Excellent organization, presentation and negotiation skills
Organized individual who has direct work experience in compliance monitoring
Ability to take complex information and present in a way that is easy to understand
Self-directed individual with good fact finding skills
Knowledge of applicable laws, rules and regulations specific to healthcare compliance
Legal background, JD degree preferred
Ability for spur of the moment transportation without relying on organization vehicles
Customer Service Oriented
Excellent written and verbal communication skills
Excellent Computer Skills MS Office
Must be willing and able to work evening and weekend hours if necessary
Must be in compliance with GCHD Immunizations policy
Must be in compliance with ICS training requirement
Traditional Duties:
Monitoring and recounting results of internal and external investigations, tracking legislative changes and effectuating subsequent policy revisions, and maintaining agency bylaws in accordance with federal and state regulations
Establishing and implementing compliance measures created to prevent illegal, unethical and/or improper conduct
Contract management, which includes the drafting of internally produced contracts, agreements and memorandums; reviewing all proposals and vendor agreements; and actively maintaining the agency?s internal contract database
Conducting assigned internal audits, investigations, & program reviews
Gathering verifiable facts and findings using a variety of standard auditing techniques, unbiased interviewing methods, and objective credible sources; verifying and confirming findings necessary for drawing sound and accurate investigative conclusions, and suggesting remedial and/or corrective actions
Drafting investigative reports to the CEO, CHW Executive Director and/or the District?s Boards as needed
Auditing entity compliance in accordance with relevant public health, healthcare, contractual and internal policy requirements (e.g. HIPAA, cash handling, inventory, etc.)
Conducting and tracking employee training requirements in accordance with procedures set forth both by the District and through applicable law
Researching, authoring and reviewing contracts and policies to ensure that the District has legally binding and valid agreements with its community partners and business associates
Overseeing daily operations related to Risk and Safety and Facilities and Fleet, which requires that any potential hazards or incurred incidents are proactively addressed and reported to executive management and governing boards
Assisting the CEO in the drafting and monitoring of any assigned, board-approved policy initiatives to assure compliance
Serving as a liaison to external auditors and DSHS quality assurance review personnel, etc. as needed
Receiving and processing reports and findings pertaining to external audits, and assisting in creating internal policies and procedures necessary to remedy any adverse findings
