Director of Health Plan Accounting Job Opening in Washington, District of columbia - The Director of Health Plan Accounting maximizes return on financial assets by establishing financial policies, procedures, controls, and reporting systems. The Director of Health Plan Accounting processes all accounting activities (A/P, A/R, billing, asset management, budgeting, payroll, month and year-end, etc.). The Director of Health Plan Accounting supervises all staff members with functional responsibility over billing, accounts receivable, accounts payable and payroll. The Director of Health Plan Accounting is responsible for ensuring effective program implementation and conduct flawless audits; and works closely with field office accountants to provide training and develop accounting procedures to enhance the Finance Department support to field office programs. The Director updates the accounting manual, and improves current procedures and internal controls to ensure quality and accuracy of financial data, maintains fixed assets and investment schedules. This position reports to the VP of Finance.
ESSENTIAL DUTIES AND RESPONSIBILITIES
§ Responsible for management oversight and the accounting function at Trusted Health Plans, Inc. and its subsidiaries.
§ Leads in the following functions including treasury, budgeting, tax, accounting, information systems, and various other financial functions.
§ Prepares statistical data, accounting and other reports.
§ Assists in financial decisions by establishing, monitoring, and enforcing policies and procedures.
§ Processes all incoming and outgoing payments; reconciles accounts to ensure accuracy; audits documentation and contracts to strengthen the financial position as needed.
§ Manages day to day accounting operations including Billing, A/R, A/P, GL, Cost Accounting, Inventory Accounting and Revenue Recognition Protects assets by establishing, monitoring, and enforcing internal controls.
§ Ensures quality control over financial transactions and financial reporting.
§ Monitors and confirms corporate financial condition by conducting internal audits.
§ Assist in conducting internal audits of field offices in anticipation of independent agency audit.
§ Prepares budgets by establishing schedules; collecting, analyzing, and consolidating financial data; recommending plans. Achieves budget objectives by scheduling expenditures; analyzing variances; initiating corrective actions.
§ Prepares month-and year-end financials; works with CPA firm on financial reporting; advises management on needed actions.
§ Leads in the coordination and preparation for the annual audit, Form 1120, and state tax preparation.
§ Protects operations by keeping financial information and plans confidential.
§ Reviews and posts all general ledger accounting entries created by accounting staff.
§ Reviews all reconciliations for balance sheet accounts and payroll.
§ Directs payroll tax filings to appropriate jurisdictions including state withholdings, W-2s, 1099s, and 941s.
§ Reviews all monthly bank account reconciliations.
§ Maintains monthly closing checklist to ensure all necessary entries; reconciliations, and calculations are complete before producing financial reports.
§ Maintains professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; participating in professional societies.
§ As all other team members do, the Director will participate in the weekly Management meetings.
§ Assist in developing department training materials for field office and headquarter accountants; assist with cross training and staff development in all financial functions.
§ Assist the VP of Finance in implementing the overall objective of the Finance Department.
§ Other responsibilities as assigned by supervisor and as required by Senior Management.
QUALIFICATIONS
§ Proven experience as Director of Health Plan Accounting and ability to analyze financial statements, prepare budgets, and manage contracts.
§ Excellent time-management and organizational skills; ability to work as a team member and independently with a high-level of self-motivation and ability to meets goals and deadlines in a fast-paced environment.
§ Proficiency in MS Word, MS Access, MS Excel and database programs; experience in accounting software is required.
§ Ability to leverage strengths of the current finance team members, help to clarify roles and responsibilities and develop and implement training programs.
§ Ability to provide leadership in strengthening internal communications with staff at all levels throughout the organization; create and promote a positive and supportive work environment.
§ Ability to work independently as well as in collaboration with others.
§ Strong communication and writing skills and impeccable attention to detail.
§ Experience with creating financial statements, general ledger functions and the month-end/year end close process.
§ Strong interpersonal and communication skills.
§ Impeccable analytical and organizational skills.
§ Self-motivated and self-directed; with 5+ years of overall combined accounting and finance experience.
EDUCATION
§ Advanced degree in Accounting (Executive MBA).
SPECIAL QUALIFICATIONS (SKILLS, ABILITIES, LICENSE)
§ CPA, or CMA preferred, or an equivalent combination of related experience and education.
§ Experience with Great Plains software system a plus.
