Program Manager - Systems Integration Job Opening in Elkridge, Maryland - Responsible for the management of a System Integrator (SI) contract that is responsible for the program and technical delivery for the customer. Individual must have prior System Integration leadership experience that includes program management, governance, technical (application, data and infrastructure) and process standardization in a lean ? agile environment. Experience transforming an organization from a waterfall to DevOps / agile culture. Ability to become trusted partner of customer and overall program team that includes multiple contractors and internal / external stakeholders. Excellent interpersonal skills and demonstrate ability to gain concurrence across team. Strategic (Forward) thinker ? one that brings ideas to the table that enhance customer performance; ability to grasp vision and objectives of program and build game plan and execute.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Performs duties and responsibilities commensurate with assigned functional area within a department(s) which may include, but are not limited to, any combination of the following tasks:
Directing software product maintenance and IT consulting teams to effectively carry out required tasks
Clearly communicate program vision and oversee program and technical teams to ensure outstanding tactical and operational execution of services.
Manage program financials in accordance with corporate goals.
Establish program goals for quality, innovation resource management, etc., to drive efficiencies while demonstrating compliance with corporate management standards.
Meet and engage with CMS client and other CMS stakeholders face-to-face, via telephone, and through email to establish relationships, understand requirements, and communicate accomplishments or issues.
Ensure senior management is engaged and familiar with program direction.
Establish strategic partnership strategy with subcontractors.
Facilitate projects through their normal life-cycle, from initiation to closure, using sound project management disciplines, such as Agile and DevOps.
Provide leadership, coaching, and clear instructions to Project Managers responsible for the execution of task orders.
Identify opportunities for organic and new growth in contract value.
Add to and sustain the Risk and Opportunity Register.
Manage program scope effectively.
Participate on proposal development teams, either as writer, reviewer, or section lead.
Able to work closely with all project stakeholders such as business users, project managers, and business analysts while delivering solutions.
REQUIRED QUALIFICATIONS
· 10+ yrs of Systems Integration Experience with a large company in an agile environment
· 15+ yrs of Program Management Experience
· PMP Certification
· CSM Certification
· Bachelor?s Degree in Computer Science, Engineering, or a related technical discipline, or the equivalent combination of education, professional training or work experience.
PREFERRED QUALIFICATIONS:
Healthcare/CMS experience is preferred
SAFe Certification
· Ability to work in a team environment and have sound judgment.
· Attention to detail, quick learner, have a positive attitude, ability to multi-task, self-motivated and able to work in a fast-paced environment.
· Maintain the completeness, timeliness and accuracy of all deliverables.
· Be able to perform the analysis as defined with specific Medicare laws, regulations, manuals, instructions and any additional information assigned by management.
· Possess critical thinking skills, reading and interpretation, writing, and communication skills.
· Understanding and wide application of methodology and subject matter related concepts, practices, standards and procedures with a general knowledge of other related business disciplines.
Works with limited supervision.
TECHNICAL SKILLS:
Proficient in Microsoft Office (Word, Excel, PowerPoint, etc.)
Microsoft Project
SharePoint
General understanding of cloud services, application (COTS and homegrown), configuration management
INTERPERSONAL SKILLS:
· Excellent interpersonal, communication, and organizational skills.
· Excellent written and verbal communication skills ? must be able to communicate fluently in English both verbally and in writing
· Should be extremely facts and data oriented.
· Should be deadline and closure oriented.
· Strong persuasion, facilitation and influencing skills.
· High Energy Levels. Should be self-driven.
· Strong analytical, organizational and project management skills.
· Demonstrated ability to lead and work with cross functional teams including senior level individuals.
· Must be able to thrive in a fast-paced, rapidly evolving environment with varying priorities, based on a team building culture.
