Business Systems Consultant Associate Job Opening in Indianapolis, Indiana - Job Description :
This position serves as an Associate Business Systems Consultant, with the Indiana Department of Revenue. Test returns processing centers business systems on a regular and ongoing basis. Makes recommendations about code implementations to production based on sound testing practices. Assists in the creation of process change through the integration of new processes with existing ones and communication of changes to impacted business users. Assists in formulating and defining system scope, business requirements, and objectives through research and fact finding based on a basic understanding of user needs, business systems and industry requirements.
Employee may access Federal Tax Information while performing daily job duty. All taxpayer information, federal and state, obtained by an employee in the performance of his/her duties is confidential and not to be shared with anyone outside the Department, except as specified by the Indiana Statute. Any employee or officer of the Department of Revenue who accesses tax information without a business reason, unofficially or without approval, will be dismissed from employment.
Responsibilities :
Testing ? Responsible for developing test cases to validate: TMS/Eflow, VSI, DORSTOR, Fairfax, Ecapture, IBML, DWD, Itran, Opex, Vendor Certification, Vendor Support, & Center of Excellence in our Test & Production environments.
Assists in the analysis of business and user needs, documents requirements and revises existing system logic difficulties with assistance from higher level Business Systems Analysts or Manager.
Identifying and correcting issues with taxpayer accounts within RPS. This would be working the Unidentified Payment Report.
Efficiency statistics ? Identify key statistics that provide good measure for efficiency improvements. Once identified collect and provide data regularly to supervisors so that they can evaluate and determine employee goals and performance to those goals during the year.
Assists customers in evaluation, procurement and implementation of technical business systems solutions and products.
Forms Development ? Working with the vendors & IT to help with development, form design, the , data capture and final product. Will be working with other state agencies on possible new business, regarding their forms. Maintain the procedures manual & training in people soft for the Ecapture system.
Vendor Certification & Form Approval ? Working with Tax Administration, IT, Software Developers, & Vendors to approve vendor forms who file electronically and by paper. Reviews form publications. Monitors forms email box and responds to more complex phone calls and emails from software developers. Assists with approvals of forms from DOR and DWD IT departments and state print and mail contractor. Troubleshoots reports & tracks form issues, escalating those that aren?t being resolved. Recommends annual updates to Departmental Notice #4 for software developers.
Costing and New Business Development ? As new business is presented to the department, utilize the agreed upon process map to determine the appropriate costs involved with the project. This will require semi-annual recalculations of the department?s cost sheet, and will utilize of the metrics developed in efficiency statistics.
Assists with Approval of E-file Software - Assists with updates to test procedures and specifications for e-file developers, help develop and document accurate and effective test scenarios, update test criteria in the vendor certification system to facilitate accurate evaluation of test submissions, review and evaluate validity of automated test results, provide feedback to testers and makes corrections to test criteria when warranted, & respond to software developer questions regarding accuracy of test results and certification status.
Acts as Electronic Filing Coordinator - Keep software developers informed regarding procedural and legislative changes; updates and reviews various publications that document procedures, file specifications, editing requirements and fraud detection procedures to be followed by developers of electronic filing software. Authors and distributes email notifications to software developers as needed. Monitors two e-file email boxes and responds via email or phone to questions from developers regarding specifications, requirements, procedures and fraud reports. Attend annual E-file Symposium to exchange ideas with other states and the IRS and to meet with software developers to discuss concerns and provide a preview of the upcoming season. Researches software issues using Return Processing System (RPS) and XML Spy. Reports issues to internal and external developers and monitors responses, escalating when necessary. Assists tax practitioners by answering e-file procedural questions and analyzing the reasons tax returns have been rejected by the DOR.
Assist in meeting expectations of customers, peers, and management.
Performs related duties as assigned.
Preferred Experience:
Five (5) years full-time professional Information Technology Project Development work experience and/or Function/Business Process Analysis work : Accredited college training may substitute for the required work experience with a maximum substitution of four (4) years. (Fifteen (15) semester hours in Information Technology or a related area is required.) Accredited graduate training in the above area may substitute for the required work experience with a maximum substitution of two (2) years. Successfully completion of an Information Technology Certification program listed in the vacancy announcement, may substitute for the required work experience with a maximum substitution of two (2) years. (Proof of certification must accompany application.) The required certification must be listed on the vacancy announcement or the substitution is invalidated.
