Accounting Services Coordinator Job Opening in Austin, Texas - NOTE: This position will be available no earlier than September 1, 2017
Job Summary:
Performs highly advanced (senior-level) consultative services and technical assistance work. Work involves assisting management with planning, developing, and implementing the operation of the Accounting Services Section; assisting with the establishment of section goals and objectives; and coordinating and evaluating section activities. Plans, assigns, and coordinates the work of accounts examiners engaged in the examination of taxpayer and in the collection of taxes, fees, penalties and interest. Performs responsible and professional desk examinations, research and analysis of financial reports, and collection of taxes, fees, penalties and interest. Trains Commission, division, and area personnel and works with other divisions in the day-to-day operation of the Charitable Bingo Operations Division. Works under minimal supervision with considerable latitude for the use of initiative and independent judgment. This position works in the Accounting Services Section and reports to the Licensing and Accounting Services Manager.
Minimum Qualifications:
Graduation from an accredited four-year college or university with a degree in Accounting or a Business-related field is required. (Experience in accounting, bookkeeping, or auditing, in excess of the required five years, may be substituted for college on a year-for-year basis.)
Five years accounting, bookkeeping, or auditing experience is required.
Three years of coordinator/team leader experience is required.
Customer service experience is preferred.
Experience with personal computers to include experience with Microsoft Word, Microsoft Excel, Microsoft PowerPoint, multi-user databases, and email is preferred.
10 key by touch skills with an accuracy rate of 170 keystrokes per minute is preferred.
Willingness to work evenings, holidays, and weekends as workload may require.
Knowledge, Skills, and Abilities:
Thorough knowledge of the Bingo Enabling Act and Charitable Bingo Administrative Rules and/or Texas Tax Code preferred.
Knowledge of accounting and auditing procedures and techniques.
Knowledge of program management processes and techniques.
Skill in the use of a personal computer with knowledge in the use of Microsoft Word and Excel for Windows software packages as well as skill in the use of standard office equipment.
Skill in identifying measures or indicators of program performance and in operating computers and applicable software.
Must possess good analytical and research skills.
Ability to verify numerical detail and to select and develop pertinent data.
Ability to independently evaluate for accuracy and legal conformance.
Ability to prepare concise reports.
Ability to plan, assign, and coordinate the work of others.

Essential Job Functions:
Assists management with planning and directing the daily operation of the Accounting Services Section by:
Assisting the Licensing and Accounting Services Manager to plan section activities, establish section goals and objectives, and to develop schedules, priorities, and standards for achieving goals.
Coordinating the initiation, development, and implementation of procedures, policies, rules, and regulations.
Analyzing section programs and developing plans or recommendations to improve operations.
Assisting in the development, presentation, and implementation of effective techniques for evaluating Accounting Services training courses, identifies the need for new programs, and provides guidance to staff in the development and integration of new methods and procedures.
Directing reviews to determine compliance with certification requirements, laws, regulations, policies, and procedures at the direction of the Licensing and Accounting Services Manager.
Plans, assigns, and coordinates the work of Accounting Services Section staff by:
Coordinating job assignments of accounting services staff at the direction of the Licensing and Accounting Services Manager; providing input on performance evaluations; and assisting the Licensing and Accounting Services Manager with personnel recruitment and training.
Directing and instructing area personnel in the uniform application of the Bingo Enabling Act, Charitable Bingo Administrative Rules, and division policies and procedures.
Conducting quality assurance reviews of co-workers? work and documentation.
Oversees, examines, and audits taxpayer records, reports, files, and documentation for accuracy and to ensure legal compliance which involves:
Overseeing and reviewing records and reports for accuracy of computation, proper rate, and correct payment; preparing corrected reports.
Reconciling bingo funds received. Verifying validity of refund requests or overpayments; and initiating the issuance of refunds.
Auditing reports to ensure legal compliance on such items as charitable distributions.
Examining licensing and accounting files to confirm license fee or bond release is due to licensee and preparing necessary documentation to release license fee or bond.
Examining quarterly reports to ensure taxes or prize fees submitted have been deposited properly and taking appropriate action.
Analyzing historical records of taxpayers to establish liability.
Furnishing taxpayers, applicants, or licensees with information regarding department operations or regulations, legal requirements, and taxpayer?s rights, privileges, and responsibilities and providing technical assistance and information by telephone, letter, or in person in an accurate and concise manner.
Coordinates collection activity duties which involves:
Coordinating the collection of taxes/prize fees, penalties, and interest due or obtains late reports; utilizing statutory remedies to enforce collection of delinquent reports, taxes/prize fees, penalties, and interest; and preparing appropriate reports.
Initiating and taking responsibility for tax and compliance enforcement by contacting applicant or licensee through written correspondence, within set time of receiving information, regarding documentation or data requested in reference to reports, taxes/prize fees due, etc.
Collecting payment from ?returned insufficient checks? for tax or prize fee payments.
Documenting action taken on accounts in sufficient detail for co-examiners and management to determine status of work in progress or work completed.
Performs administrative duties such as:
Preparing letters of compliance and verification of letters or other legal documents for use in legal proceedings.
Performing on-line automated entry and retrieval in the Bingo Operations System Services (BOSS) system, reviewing and updating automated tax and compliance systems and documentation to assure most current and accurate information is reflected, and taking appropriate action in correcting data.
Overseeing the collection, organization, analysis, and preparation of materials in response to requests for program information and reports.
Providing necessary documentation for hearing process and testifying at formal or informal hearing or before courts of jurisdiction in technical matters.
Performs additional duties as assigned.
