DEFINITION : Provides overall medical direction and medical services within the scope of approved clinical privileges in the Partnership Health Center (PHC). Supports care-team engagement, in a mission-driven, patient-centered environment, and manages quality improvement in line with the Strategic Plan. This position is divided approximately equally between medical direction / administration and direct medical care delivery.
MINIMUM QUALIFICATION REQUIREMENTS : Requires the degree of Medical Doctor from an accredited medical school; Board certified, board-eligible or residency trained; family medicine is required. Requires five years of medical practice experience. Management experience desired.
SPECIAL REQUIREMENTS : Holds or will hold a current license to practice medicine in the State of Montana with full prescriptive authority with no history of licensure suspension or disciplinary action. Eligible for coverage.
REPRESENTATIVE EXAMPLES OF WORK : Participates on the PHC executive leadership team to develop and implement PHC?s strategic plan to achieve its mission. Works with Director of Clinical Operations to assure delivery of evidence based quality healthcare. Fosters implementation and advancement in patient centered care and robust teamwork. Assigns and reviews the work of PHC clinic providers. Participates in Clinic Management meetings to ensure delivery of integrated patient centered medical care. Collaborates with care team members to assure timely service delivery to patients. Supervises medical and ancillary providers including physicians, and provides sponsorship of nurse practitioners and physicians assistants as required by statute and clinic policy to include the scope of care and signing of reports/charts. May provide input on evaluations of medical personnel that support the clinic. Facilitates and enhances professional growth and development for PHC clinic providers through participation in educational programs, current literature review, in-service meetings and workshops. Ensures compliance with policies, procedures, bylaws, regulatory requirements, and current standards of practice. Responsible for credentialing and privileging. Reviews the Medical Staff and Allied Health Professional credentialing and re-credentialing applications and ensures files are complete in accordance with the Credentialing and Privileging policy. Ensures PHC clinic providers and staff are within scope of approved privileges, and oversees the medical quality improvement, and peer review programs. Responsible for compliance with all applicable FQHC clinical requirements and overseeing evidence based standards of practice. Responsible for monitoring, and educating physicians and mid-level providers on accurate coding. Coordinates with the Director of Clinical Operations to oversee clinical effectiveness and efficiency measures including but not limited to panel size, visits/day, health outcome metrics, access measures, and medical staff rates. Works with the executive team to assure high quality healthcare and efficient workflows to meet demand for services and maintain appropriate levels of patient encounters. Provides primary evidence-based medical care, including assessment, diagnosis and treatment of patients at PHC. Provides consultation on request to the professional staff regarding unresolved problems to ensure sound medical direction. Provides clinical assistance as requested to PHC?s ancillary health services. Implements and maintains effective systems to ensure routine reviews of service utilization and ongoing peer review of medical services to patients. Oversees internal system of after hours coverage. Implements established arrangements for hospitalization, discharge planning and patient tracking. Assists in assuring that specialty medical, diagnostic and therapeutic services are available to patients through a system of organized referral arrangements. Provides input on objectives and priorities for medical services in developing the clinic's annual health plan. Advances model of care by including innovative, promising practices, enhanced community partnerships and expanded community based pilots to ameliorate social determinants of health. Fosters community linkages and innovations that attend to the root causes of poor health. Serves as liaison between PHC and the medical community, hospitals and other community groups as appropriate. Participates and assists in a performance improvement program and reports to the Board of Directors, as necessary. Coordinates the Board of Director?s Medical Executive Committee. Assists the board in the development of clinical policies and serves as staff support to clinical committees of the board.
DEMANDS : Works primarily in a clinical setting. Requires bending and lifting in the medium range (20 to 40 pounds). Involves a high risk of exposure to blood borne pathogens and communicable diseases. May require travel to satellite facilities. May require working on evenings and weekends.
