PUC is excited to announce an opportunity to fill a full-time vacancy for a Senior Telecommunications Analyst in the Telecommunications and Water Division. An in-depth knowledge of financial analysis, strong Excel skills, inquisitiveness, and a love for numbers should all be part of your expertise.
DUTIES & RESPONSIBILITIES:
This position provides expertise to the PUC Telecommunications and Water Division in the areas of financial analysis, telecommunications network and service cost, telecommunications accounting, and jurisdictional separations. Additionally, this position develops and implements rules and policy regarding complex telecommunications issues. Major duties include:
Analysis of telecommunication financial reports and studies filed with the Commission for review or to support proposed rate changes. This analysis encompasses the review of financial, economic, accounting, and policy assumptions made by the companies.
Constructs and presents financial models and analysis of raw data. Evaluates utility proposals for comprehensive financial impact, return on investment, net-present value, and depreciation.
Provides assistance with the administration of the Oregon Universal Service Fund. These activities include but are not limited to: 1) examining the operation of the fund and proposing changes that will improve its operation; 2) writing requests to hire auditors, administrators, and contractors and; 3) conducting research on various aspects of the fund and making presentations on the items researched to the Commission, the Advisory Board, or to industry associations.
Analysis of complex and controversial telecommunications issues, the development of appropriate policy recommendations, and the communication of those recommendations in writing and verbally to the Commission.
Makes formal presentations to the Commission and leads meetings with participants from regulated utilities, Commission staff members, and other interested parties.
Presents and defends Commission's position in formal rate case proceedings.
PUC is looking for a candidate with the following experience:
Work experience within the telecommunications industry or in a regulatory focused position.
Familiarity with the architecture and design of wireline and/or wireless telecommunications networks.
Quantitative analysis work experience such as; regression analysis, simulation modeling, financial modeling and forecasting, constructing original financial models, and data modeling.
Financial analysis work experience evaluating and assessing; net present value, internal rate of return, benefit-cost ratio, income statements, cash flow statements, depreciation, risk analysis, etc.
Work experience preparing written analysis, presenting findings, and making recommendations to decision makers (i.e. Commissioner, Executives, and Senior-level management) for the purposes of informing and/or influencing their decisions.
Work experience facilitating meetings with external parties who have opposing positions in such a way that allows for collaborative and successful discussions.
Advanced-level knowledge and skills working with Microsoft Excel spreadsheets, statistical packages and/or relational databases such as; SAS, STATA, or Oracle.
