Highlights of Statement of work :
This is a non-personnel services contract to provide Civilian Clergy Services (Roman Catholic). The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
Description of : The contractor shall provide all labor, transportation, Equipment, materials, supervision and other items or services necessary to perform Civilian Clergy Services (Roman Catholic) as defined in this Performance Work Statement except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract.
Hours of operation: Services under this contract can be accomplished during normal duty hours and days, Specific Tasks. The Contractor shall physically respond to emergency service calls as requested by the Chaplain staff and or COR.
Scope: The contractor shall provide distinctive professional support to the Catholic population by conducting services and Sacraments as per the dictates of the Roman Catholic Church. The contractor shall also provide written proof of permission from his Diocesan Bishop or religious superior to enter into these services as well as provide a current Ecclesiastical Endorsement from the Archdiocese for Military Services (AMS), USA. . A priest wishing to serve as a contract chaplain with the Archdiocese Military Services, must apply for and receive from the Military Ordinary the appropriate endorsement before AMS faculties may be granted. The Contractor shall adhere to the policies defined in the Priests? Manual; ?Minimum Requirements for the Pastoral Care of Catholic Personnel? as published by AMS dated 20 August 2008. This is a Non-Personal Services contract and the Contractor must avoid representing or allowing themselves to be represented as Chapel staff or government employees. All work shall be accomplished within the guidelines of the Roman Catholic Church, AMS Priests' Manual, Army Regulations AR 165-1, Army Pamphlet 165-18, Medical Command directives, and Installation Chaplain Policies. The Contractor shall abide by policies, rules, regulations and bylaws, as well as applicable Army regulations (ARs) governing these services. The services shall be performed in accordance with the ethical, professional and technical standards defined in the standards of the Joint Commission on Accreditation of Healthcare Organizations (JCAHO), and Health Care Financing Administration (HCFA) Standards.
Background: The contractor shall provide distinctive professional support to the Catholic population by conducting up to twenty-six (26) Sunday Worship Services and Sacraments, eight (8) Holy Day Services and four (4) Field Services as determined by the Religious Support office and per the dictates of the Roman Catholic Church.
Tasks:
SPECIFIC TASKS:
Basic Services.
The contractor will be required to preside at Mass on Sundays, Field Services and Holy Days of Obligation.
Catholic Services. The contractor shall provide distinctive professional support to the Catholic population by conducting up to twenty-six (26) Sunday Worship Services and Sacraments, eight (8) Holy Day Services and four (4) Field Services as determined by the Religious Support office and per the dictates of the Roman Catholic Church.
Duty Times: The contractor will be required to be at Chapel, building 1759 from 0900-1100 on days of Worship. Times of Holy Days of Obligation will be determined by the Religious Support Office staff.
Invoices: Invoices shall be submitted on a weekly basis for services rendered. The invoice shall be received by the COR on the first working day after the service is performed. The Contractor shall enter the invoice into WAWF for payment. Only invoices for services rendered will be accepted and paid.
Command Master Religious Plan: The contract Performance Work Statement (PWS) shall be incorporated into the Command Master Religious Plan (CMRP) by the Installation Chaplain.
Chaplain Program Budget and Advisory Committee (CPBAC): The contractor shall not attend the CPBAC. The requirements of the Catholic program element shall be represented by a member of the CPBAC who is military, a practicing Catholic in good standing with the Church and supports the Catholic program on Ft McCoy or the Chapel Tithes and Offering Fund (CTOF) Clerk/Recorder, a non-voting member of the CPBAC.
Qualifications: The contractor shall provide distinctive professional support to the Catholic population by conducting services and Sacraments as per the dictates of the Roman Catholic Church.
