Working in the Historic Capitol building allows you to be at the center of something bigger than yourself. JOB RESPONSIBILITIES
1. Supervise and coordinate activities of the payroll and accounting functions in accordance with established policies and procedures, including developing records and procedures necessary to carry out the fiscal activities of the Senate. Reports to the Secretary of the Senate.
2. Develop procedures, provide direction, and participate in the implementation of the following operations in the Fiscal Services Office:
Prepare and review payments to vendors, contractors, expenses
to Senators and staff, per diem payments for members, and payroll for members
and staff.
Maintain general or subsidiary ledgers.
Review payroll records to determine names, rates of pay and
position of newly hired employees and changes in status, wage rates, and
position of employees on payroll. Direct compilation and preparation of other
payroll data such as pension, insurance, pre-tax benefits, bank, and credit
union payments.
Encode expenditure allotment.
Prepare government reports, including Social Security,
workers? compensation, and unemployment compensation and reports to leadership.
Provide necessary forms and information to Senators and
employees regarding expenses, retirement, deferred compensation, Social
Security, pre-tax accounts.
Maintain receipts and disbursement records.
3. Manage Fiscal Services Office employees to meet expectations for productivity, quality, and goal accomplishment. Evaluate staff and ensure that appropriate training is provided to new and current staff.
4. Participate in and direct audit by outside audit firm.
5. Maintain liaison with Minnesota Management and Budget on budget, deposits, and monthly reports.
6. Perform other duties as assigned.
QUALIFICATIONS
1. EDUCATION
Bachelor?s degree required.
Business or accounting degree or advanced degree in a related field preferred.
2. EXPERIENCE
Minimum of six years experience in accounting or related field.
Minimum of two years managerial experience.
Previous experience with computerized payroll/accounting systems.
Preferred CPA/CMA or other equivalent licensure or certification.
3. KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of GAAP and ability to apply accounting knowledge to proactive business decisions.
Knowledge of federal and state payroll tax regulations.
Excellent written, verbal and
Interpersonal communication skills
Expert knowledge of Excel and analytics and preferred proficiencies with MS office and other related software.
Ability to manage competing priorities, set goals and achieve deadlines.
Ability to operate as motivational team manager and collaborative team member simultaneously.
Knowledge of management principles, leadership techniques and strategic planning.
Active listening skills associated with attending to others, understanding salient points and clarifying uncertainties.
Critical thinking skills to logically assess situations and reasonably conclude appropriate solutions.
