Contract Administrator Job Opening in Dedham, Massachusetts - Position: Contract Administrator
FLSA Status: Exempt
Reports to: Chief Administrative Officer
Supervises: N/A
Job Purpose: The Contracts Manager is responsible for the negotiation, administration, tracking, and ongoing modification of all service contracts entered into with DDS or other funders.
KEY JOB RESPONSIBILITIES (include, but are not limited to):
Manage the administration of all contract functions as it relates to residential, day support, or other program services, with DDS or other funders. Including:
o Annual renegotiation of existing contracts with DDS or other funders,
o Negotiate, throughout the year, Chapter 257 model/slotting changes as driven by shifts in census or needs of those supported,
o Track the process of contract change authorizations and contract amendments
o Revise Contract Rosters in real time and submit to DDS Contract and Area offices
o Work with the Finance Division in SDR and other billing processes
Counsel with the Chief Financial Officer on financial matters associated with the financial viability of entering into service contracts, including contract billing.
Work with DRO and DRSs regarding contracted FTEs for all programs.
Manage the RFR/RFP processes as they relate to the dynamic business needs of the organization and growth demands.
Monitor Comm-Buys for new state funded opportunities
Manage (or participate in the management of) residential and day program/employment referral and screening processes, and internal census management processes
Participate in the process of evaluating the present and future needs for real estate, owned or leased, if necessary participate in the procurement processes, and assist in evaluating capital planning needs.
Participate in the development of the organization?s plans and programs as a tactical partner in evaluating and advising on the impact of long-range strategic planning and changes in regulatory or funding processes.

QUALIFICATIONS:
Bachelor?s Degree in finance related field required
Minimum of 3 years of full-time experience with state contract management or similar non-profit grant and/or fund accounting
Outstanding written and verbal communication skills including the ability to communicate contract concepts effectively across all levels of the organization
Excellent interpersonal and negotiation skills and the ability to develop close working relationships and work collaboratively with internal and external audiences
Superior organizational and project management skills with a high attention to detail
Ability to anticipate, proactively identify, and resolve issues
Adaptable and able to effectively multi-task, re-prioritize and work independently to meet deadlines
Ability to maintain the strictest level of confidentiality
