Project Controls Specialist Job Opening in Anchorage, Alaska - Our client is seeking a Project Controls Specialist to work within their facilities located in Anchorage, Alaska.

The Role You Will Play
The Project Controls Specialist provides the scheduling and cost infrastructure for major maintenance and capital projects. The role requires planning and scheduling, monitoring and reporting, forecasting, complex analysis, and contractor coordination for assigned projects as well as a large amount of independence. The successful candidate must meet the required qualifications for this opportunity, and would ideally have the preferred qualifications as well.
Job Duties
Project management: Plan, control, measure project performance in support of the project manager. This includes developing the work breakdown schedule, verifying estimates, scheduling activities, monitoring, evaluating and analyzing performance including progress measurement and rules of credit and earned value.
Analyze Trends: Analyze actual costs vs. plan costs, develops financial forecasts, maintains work in progress figures.
Technical Analysis: Perform analysis to determine trends and make projections of final cost and schedule completion dates. Manage internal controls and coordinate with contractors to optimize project controls performance.
Improvement, Correction and Remedial Action Identification, Management of Change (MOC) and improvement recommendation: Identify and document changes in work that impact scope, schedule and or cost.
Manage internal and contractor resources Performing Work: Provide guidance to Project Management Team on project controls issues. Support weekly progress and key performance indicator (KPI) reporting and analysisOccasional trips to the field are required.
Major Deliverables:
Develops and maintains project schedules as part of Project Management Team (PMT).
Effectively works with PMT and contractors to accurately track/progress project schedules.
As part of PMT, assists the development of work breakdown structures, cost estimates, project schedules, and other reports as needed.
Effectively coordinate with contractors (engineering and implementation) to analyze and progress project schedules, spend, and forecasting in provide support to the PMT.
Other Deliverables:
Develops and maintains Project Control reporting system, including forecasts, committed and incurred costs, resource tracking, and budgets. Comprehends internal and external reporting requirements and structures presentations, reports accordingly.
Develops and maintains a system of estimating cost data to provide current and historical reference material.
Provides assistance in development of Authorizations for Expenditure (AFEs).
Coordinates with the company?s accounting department for accurate tracking and coding.
Analyzes of vendor invoices for contract compliance, proper coding and authorization.
Provides cash flow analyses based on design and construction schedules and estimates.
Maintains documentation subject to audit, such as budgets, approved AFEs, approved work orders, contracts, etc. to ensure compliance and written guidelines, policies and procedures.
Provides long range forecasts.
Required Background Profiles
Must be legally authorized to work in the U.S. on a regular full- time basis without restrictions
Bachelor?s Degree in an Engineering or Business-related field; equivalent work experience above the minimum may be considered as a substitute for all or part of the formal educational requirements
Requires five years of related experience
Advanced working knowledge of pipeline/refinery and/or terminal construction
In depth understanding of project management principles and practices
Proficient with utilizing Excel and developing and maintaining spreadsheets, charts, and curves
Proficient with utilizing other Microsoft Office suite software such as Word and PowerPoint
Strong written and oral communication skills
Ability to work independently and perform successfully in a team environment
Ability to maintain confidentiality on sensitive information
Equivalent work experience above the minimum may be considered as a substitute for all or part of the formal educational requirements
Proficient with utilizing Primavera P6 and/or other scheduling software, as well as working knowledge of Oracle and/or SAP
Ability to integrate schedule and cost and a proactive, analytical approach to project controls
Current TWIC card or ability to obtain one
Ability to pass pre-employment drug screen and background check
Preferred Background Profiles
Ten years of related experience - preferably with major projects $20M+
Project Management Professional - Association for the advancement of Cost Engineers and/or Schedulers
Experience with Oracle and/or Ecosys EPC
Proven ability to perform both Schedule and Cost duties
