Property Manager Job Opening in Portland, Maine - GENERAL SUMMARY OF DUTIES AND RESPONSIBILITIES : The Property Manager ensures that every property in designated portfolio is managed at the highest level of excellence and, at a minimum, is fully occupied, all rents are collected on time, and all documents and procedures are executed and maintained in compliance with regulatory and internal standards. The Property Manager effectively manages staff to ensure that the physical plant is clean and beautiful and a sense of community is maintained for all residents.
DETAILS OF ESSENTIAL DUTIES AND RESPONSIBILITIES :
To the highest degree possible, maintain 100% occupancy at all times, and drive the property?s marketing plan and activities.
Work with Credit and Collections Specialists and Accounting Department to ensure all rents are collected.
Control expenditures in order to maintain or increase the value and profitability of the property.
Ensure interim certifications and re-certifications are completed, as needed.
Deliver various required reports and conduct inspections in an accurate and timely manner, as specified by regulatory agencies and/or Senior Property Manager.
Maintain complete, accurate and flawless property files, physically and in the Property Management system.
Provide property assessment and analysis for the preparation of the annual operating budget, capital expenditures, and utility allowance review for the property.
Manage resident relations, coordinate requests for maintenance, and address questions regarding rent charges, lease compliance and other resident concerns.
Coordinate resident activities to foster sense of community.
Deliver prompt and complete public liability reports to Director of Human Resources. Directs corrective and preventative measures to ensure the safety of tenants, employees, and general public.
Develop a network of emergency services and is available for emergencies, as needed.
Approve time off requests and supervise on-site staff ensuring coverage is adequately maintained at all times.
Engage 3rd party contractors as needed under the direction of the Senior Property Manager. Obtain prior approval for expenditures exceeding $500 from the SPM. Supervise work completed and submit invoices to Accounting Office for payment.
Complete other related tasks as requested.

SUPERVISORY RESPONSIBILITIES : Directly supervises Maintenance Technician, Cleaning Specialist, Resident Service Coordinator, Assistants and vendors. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing and orienting new employees; planning, assigning, and directing work; appraising performance and reporting to the SPM any concerns or suggestions; addressing complaints and resolving problems.
: High school diploma or general education degree (GED); minimum of two years? experience managing subsidized residential communities and/or equivalent combination of education and experience. COS Certification must be obtained.
Tax Credit Certification preferred.
REQUIREMENTS : Must have excellent customer service skills, communication skills, strong math skills, and be proficient in Microsoft Word, Excel, Outlook, and property management software experience. Must be organized, able to multi-task and be able to switch focus quickly when needed. Highly self-motivated, organized, and able to work in an autonomous manner while maintaining strong communication with immediate supervisor. Excellent communicator (oral and written), skilled leader and independent thinker. Patient and active listener with the desire to ask questions and learn from supervisors and co-workers. Able to deal with problems involving several variables in situations where little standardization exists. Strong organizational skills with a keen ability to prioritize, multi-task and meet various deadlines. Ability to establish and maintain credibility within the organization and community through excellent communication, presentation, organizational and time management skills.

ENVIRONMENTAL/WORK ENVIRONMENT *: While performing the duties of this job, the employee is occasionally exposed to outside weather conditions. The employee is occasionally exposed to wet and/or humid conditions; moving mechanical parts; high, precarious places; fumes or airborne particles; toxic or caustic chemicals; risk of electrical shock and vibration. The noise level in the work environment is usually moderate.
