We are accelerating a transition to a business model based on population health after having launched Mount Sinai Health Partners (MSHP), a 350+ employee team that is dedicated to making the Mount Sinai Health System (MSHS) the best population health manager in New York. Within MSHP, we are building out a Clinical Operations team, inclusive of Government Channels that manage the State and Federal government programs where Mount Sinai?s participation is led by MSHP.
Job Summary
The Senior Director is responsible for the direction setting, management, coordination, continuous improvement, and maintenance of the various government programs (both State and Federal) where Mount Sinai?s participation is led by MSHP. This individual is ultimately responsible for keeping up-to-date on all relevant State and Federal health policy mandates and changes, as well as for overseeing the successful execution of these government programs? core operations. Importantly, beyond managing the requisite operational work streams, this individual will also need to continuously assess and improve upon the strategies that drive value creation (both clinical and financial) across MSHP led government programs. This strategic work will be necessary not only to drive value creation for the programs in which Mount Sinai currently participates, but also to inform decisions around any new opportunities that should be considered (e.g., staying current on Center for Medicare and Medicaid Innovation programming to identify and assess whether Mount Sinai should enroll in any additional or new government programs). In order to be successful in the role, this individual will need to communicate effectively with senior leadership, collaborate dynamically with peers from teams across MSHP and MSHS more broadly (e.g., population health analytics, clinical leadership, compliance, legal, etc.), and successfully manage and mentor direct reports (e.g., Program Manager, Directors of specific MSHP led government programs, such as Mount Sinai Health Home).
Essential Duties and Responsibilities
Serve as operational lead and single point of accountability for the various government programs in which Mount Sinai?s participation is led by MSHP (e.g., Federal programs, such as Mount Sinai?s Track 1 ACO, the Bundled Payments for Care Improvement Initiative, and the Comprehensive Care for Joint Replacement Model, and State programs such as Mount Sinai Health Home)
Assess and improve upon the strategies that drive value creation (both clinical and financial) across MSHP led government programs, and inform decisions around any new opportunities that should be considered (e.g., staying current on CMMI programming to identify and assess whether Mount Sinai should enroll in any additional or new government programs)
Manage relationships and coordinate work with teams from across MSHP (e.g., clinical leadership, population health analytics, care management, etc.) to ensure that the strategies and operations of MSHP led government programs are created, implemented, monitored, and refreshed with a constant eye towards efficiency and improvement
Lead by exemplifying Mount Sinai?s core values, as a face of MSHP?s Government Channels to both internal stakeholders and State and Federal government entities (e.g., New York State Department of Health, CMS, CMMI)
Execute work and respond to all inquiries as an accountable liaison for MSHP?s Government Channels, with both internal stakeholders and State and Federal government entities (e.g., New York State Department of Health, CMS, CMMI)
Track both State and Federal government policy updates, as well as any new program offerings
Manage the analytical work streams required to understand historical performance in MSHP led government programs, as well as to project for future performance in current programs and those under consideration; this will require extensive coordination with MSHP?s population health analytics team and external vendors to analyze data and disseminate key takeaways, which in turn enable MSHP to understand and act on performance drivers
Identify the technological platforms and tools that are best suited to optimize MSHP led government programs and manage relationships with external vendors
Sync with MSHP broadly to effectively prioritize government contracts and programs (i.e., to ensure that the right level of resourcing is applied to the right contracts)
Drive performance improvement (both clinical and financial) across MSHP led government programs by engaging with senior leadership including the Chief Operating Officer, the Chief Medical Officer, and the Vice President of Population Health Quality and Efficiency
Uphold effective governance across MSHP?s Government Channels; this is inclusive of the following responsibilities for regular leadership meetings (e.g., ACO board meetings): planning logistics, overseeing content creation, playing a participatory role in the meetings themselves, and following-up on action items and next steps
Partner with Senior Director of Care Management to oversee Mount Sinai Health Home (New York State program); this will include optimizing the Mount Sinai Health Home channel, driving performance improvement (both clinical and financial), and managing vendor relationships
Ensure that all submissions for MSHP led government programs (e.g., annual GPRO submission, program-specific reporting documents) are made on time by effectively managing the Program Manager and coordinating with supporting individuals and teams from other departments
Assist with the financial management and reporting for MSHP led government programs
Partner with Mount Sinai?s internal compliance and legal departments to develop the annual compliance plan for MSHP?s Government Channels, and to continuously monitor the plan to ensure that it is successfully executed against
Understand policies and procedures around issues of data access, security, and privacy, and ensure that Mount Sinai remains compliant
Maintain an awareness of the patient experience and coordinate with MSHP leaders to come up with innovative solutions to issues that arise (e.g., finding resolutions for issues of patient access, providing guidance around data security and privacy, etc.)

Education Requirements Bachelor?s degree required. Graduate degree (e.g., MBA, MPH) from a top program highly preferred.
Experience Requirements
7-10 years progressive leadership experience in roles that require management of similarly complex, high-stakes operational initiatives
Experience overseeing State and/or Federal government programs
Experience managing and mentoring others and a demonstrated passion for healthcare
Demonstrated leadership abilities including ability to meet goals and timelines
Background in health care quality improvement preferred
