North Hawaii Community Hospital is located in the rural town of Kamuela on the island of Hawaii ( affectionately referred to as the ?Big Island?) . Kamuela, also known as Waimea, sits on the slope of Mauna Kea, the dormant of two Hawaii Island volcanoes. Kamuela is home to the headquarters of the W. M. Keck Observatory and the Telescope. However, Kamuela is even more known for the Parker Ranch ? the biggest privately-owned cattle ranch in the US. Parker Ranch is Hawaii?s center for ranching activities and Paniolo (Hawaiian cowboy) culture.
In January 2014, North Hawaii Community Hospital became part of The Queen?s Health Systems, a not-for-profit corporation established in 1985 to bring expanded healthcare capabilities to the people of Hawaii and the Pacific Basin. The Queen?s Health Systems mission is to fulfill the intent of Queen Emma and King Kamehameha IV to provide in perpetuity quality healthcare services to improve the wellbeing of Native Hawaiians and all of the people of Hawaii.
I.
JOB :
o Provides organization, planning, direction and budgeting necessary to maintain quality protected health information, which conforms to federal, state and regulatory agency standards and hospital policies.
o Plans and manages the daily operations and related functions, services, activities of North Hawaii Community Hospital Health Information Management department.
II.
PRIMARY DUTIES AND RESPONSIBILITIES :
OPERATIONAL RESPONSIBILITIES:
Plans and manages the daily operations and related functions, services, activities of areas assigned
Ensures medical records documentation needed for coding is submitting in a timely manner and conforming to CPT guidelines.
Maintains confidentiality and accessibility for medical records following hospital, state and federal regulations, along with regulatory agency guidelines.
Upholds compliance with all state, federal and regulatory agency requirements.
Works in conjunction with the Information Technology Department in assisting physicians and/or physician offices in accessing the medical record and in medical record completion.
FOR ADMINISTRATIVE FUNCTIONS:
Develops and implements plans to achieve goals and objectives for area(s) assigned.
Establishes continuous performance improvement plans for department to achieve operational efficiencies and quality standards.
Develops, implements, monitors, keeps current department(s) policies and procedures.
MANAGES : Oversees, coordinates and implements projects to improve quality and reliability of operations.
MANAGES/SUPERVISES STAFF: Directs and manages staff in accordance with all regulatory requirements as well as policies of the North Hawaii Community Hospital.
OVERSEES AND MANAGES BUDGET/RESOURCES:
Develops annual and capital budgets for area(s) of responsibility.
Manages resources and operates within approved budget.
Serves as facility HIPPAA Privacy Administrator ensuring all employees and physicians are trained in confidentiality and security of protected health information.
Keeps abreast of new developments in governmental regulations, medical record systems and applications; recommends and implements appropriate changes.
Facilitates and maintains effective channels of communication with all internal and external customers.
Maintains professional growth and development through seminars, workshops, and professional affiliations.
Performs other related duties as assigned.

· Essential: sitting, seeing, hearing, speaking, finger dexterity, repetitive arm/hand motions, static gripping of an object for prolonged periods, frequent gripping of an object.
· Continuous: finger dexterity, sitting, static gripping of an object for prolonged periods.
· Occasional: standing, walking, stooping/bending, kneeling, squatting, twisting body, lifting, pushing/pulling, carrying usual weight of 10 pounds up to 20 pounds, reaching above, at and below shoulder level.
· Operates calculator, typewriter, computer, facsimile, & copier.

TYPICAL WORKING CONDITIONS :
· Not substantially subjected to adverse environmental conditions.
VI.
MINIMUM QUALIFICATIONS :
AND LICENSURE:
Associates degree in business, healthcare finance or related field.
Bachelor's degree in business, healthcare finance or related field highly desirable.
Certification or registered as a Registered Health Information Administrator (RHIA) or Registered Health Information Technician (RHIT).
EXPERIENCE:
Three (3) years experience in Health Information Management.
Two (2) years experience.
One (1) year experience with HIPPA Privacy monitoring and reporting.
