Business Manager Job Opening in Rockville, Maryland - The Business Manager is the primary point of contact of all pre-award activities including the preparation, review, and routing of proposals in accordance with established deadlines and sponsors? guidelines. He/she will work as a liaison between the Institute, funding agencies, Partners outside of the University as well as the units throughout campus, and with the Office of Research Administration. Duties include but is not limited to post-award management, payroll across accounts, travel and procurement review and approval, as well as the reconciliation of the monthly ledgers; preparation of financial reports which will include encumbrances and projections to end of fiscal year or contract/grant end date.
Duties:
Responsible for the preparation and the submission of all proposals (grant, cooperative agreement, and contract). Serves as principal resource in: Interpreting proposal guidelines, developing proposal budgets and reviewing/preparing supporting documentation. In collaboration with IBBR?s Assistant Director for F&A, coordinates and processes multi-institutional and/or multi-department proposal submissions involving IBBR faculty and/or core facilities. Use of electronic proposal submission and administrative management systems including Coeus, ERA Commons, , Fastlane, IRBNet, Citi programs, etc.
Manages post-award accounts, as well as provides support with the University of Maryland Foundation accounts. Administers accounts in accordance with relevant University, Federal, and sponsor-specific guidelines, policies and regulations. Use of KFS, Priority/BA, ELF, etc. Help manage contracts for IBBRcore facilities services. Procures through Purchasing and Travel corporate credit cards, and help manage IBBR T- and P-cards.
Approve Elf forms, and KFS Procurement and accounting transactions. Train and supervise proposal specialist as backup. Ensure a smooth and balanced workflow. Other duties as assigned.
Minimum Requirements:
Education: Bachelor?s degree in business administration or a related field.
Experience: 3-5 years experience in proposal/budget development, or in a combination of administering financial accounting and awards.
Knowledge, Skills and Abilities: Strong analytical, mathematical, and problem-solving skills. Must be detail-oriented; highly organized; and have advanced skills in Microsoft Excel, in addition to general computer skills in word processing and web-based applications. Excellent customer service skills with the ability to interact effectively with administrators, faculty as well as partners outside of the university. Strong written and verbal communication skills. Self-motivated; and ability to learn quickly. Ability to exercise good judgement. Ability to work independently and in a team in a fast-paced environment.
Preferences: 2-3 years of direct experience with government funding agencies such as NIH, DOD, and NSF. Experience working with electronic proposal submission programs, such as eRA Commons, , NSPIRES, and FastLane. Working knowledge of university applications such as KFS, COEUS, Priority/BA, as well as OMB circulars.
Salary: Commensurate with qualifications.
