At DESC , we serve more than 10,000 homeless and formerly homeless adults each year. CHASERS, is the hub of all information for our staff connecting clients to services and housing. It is used on a daily basis by the majority of DESC's 600 staff and allows us to coordinate care across more than 25 programs, as well as with outside agencies. Built using Free and Open Source software and tools, and developed in a Linux environment. CHASERS is ready for the new world that is cloud and microservices and will need a forward thinking, creative and empowering leader to take the team and application to that space. The CHASERS software development team consists of six staff who work within the context of a 15 member Information Services department.

Major duties and responsibilities

Technical
You will design the complete modernization plan of CHASERS and the PostgresSQL database

You will move us to the cloud and introduce modern tools to maintain and develop CHASERS software with scalability programming in mind.

You will expand use of APIs and microservices to support the need for integrated data sources with external agencies

You will develop the concepts and implement tools of big data, data visualization across the agency to help tell the story of DESC, the successes and challenges that can help address social services challenges.

You will ensure best practices of software development, quality assurance and technical documentation.

You will serve as primary technical liaison to government agencies and other funders (King County, Safe Harbors HMIS, DSHS/ProviderOne, United Way, etc.) regarding data collection and submission requirements for data system.

Supervisory
Provide supervision, mentorship and guidance to development team to become high performing and self-managing.

Conduct and coordinate code reviews and training for new staff.

Conduct weekly supervision meetings with staff.

Perform annual performance reviews.

Minimum qualifications
Bachelor's degree in computer?related field preferred, plus at least three years relevant experience; equivalent related experience may substitute for degree. At least one year of supervisory experience.

At least five years of programming experience with strong experience in PHP, JavaScript, jQuery, AJAX and SQL, with the ability to effectively learn new programs, systems and languages.

Experience and knowledge in containerization, AWS and devops.

Familiarity and experience with database management and design with strong experience and knowledge in PostgreSQL

Excellent verbal and written communication skills; ability to communicate and work effectively with staff possessing varying levels of technical knowledge and interest.

Flexibility, willingness to adapt to changing circumstances, accept new responsibilities and work cooperatively with team members to accomplish IS goals.

Preferred qualifications
PHP programming experience.

Familiarity with Linux (or UNIX) and open source environment and tools.

Familiarity and experience with database management and design.

Experience with PostgreSQL, and/or git.

Social services, HMIS, HIPAA, and/or EHR certification experience.
