NATURE OF WORK
This is responsible advanced accounting and administrative work in the County Auditor/Treasurer?s Department. Under the general supervision of the Auditor/Treasurer, the Finance Director is responsible for developing, coordinating, monitoring and maintaining the overall financial management of the County including accounting, financial recordkeeping, investing and property tax administration. Works closely with County department heads in the preparation of budget documents and financial policies.
ESSENTIAL FUNCTIONS
Formulates, develops and implements accounting policies and procedures for proper internal accounting for all County Departments. Performs internal audits of all County financial records, and assists outside auditors and consultants. Assists the Auditor/Treasurer and County Board in preparation of budget documents and recommendations. Examines budget document submissions and budget entries into the financial system, and prepares and provides monthly budget reports and information for department heads and the County Board.
Creates complex spreadsheets and calculates tax rates, state aid rates and taxes for the County, municipalities, school districts and special districts. Distributes tax collections to local governments and schools. Prepares statements for Truth in Taxation and final tax statements. Develops and directs the procedures used for collection of delinquent Mobile Home taxes. Assists taxpayers with questions on tax statement and special assessments.
Develops cash management procedures and internal control requirements and pays all expenditures authorized by the County Auditor/Treasurer and the County Board. Maintains daily/monthly cash and investments records for control and analysis of funds available for payments and for balancing to the cash register and financial systems. Maintains collateral data and capital asset records.
Participates in interviewing and selection of new personnel; directs and trains support staff in collections and accounting functions; plans, monitors and reviews their work; and provides input in the evaluation of support staff performance.
Assists Auditor/Treasurer and County Negotiating Committee in formulation of strategies for labor negotiations. Performs other work as required.
Responsible to observe all Watonwan County safety and health rules and to apply the principles of accident prevention in day-to-day duties.
DESIRABLE QUALIFICATIONS
Training and Experience
BA/BS in Accounting or Business Administration with experience in theories, practices and procedures of generally accepted accounting practices. A minimum of two years of recent related office experience involving general accounting duties.
Knowledge, Abilities and Skills
Considerable knowledge of accounting practices, principles and terminology. Ability to perform complex numerical calculations accurately and efficiently.
Proficient skill in use of calculators, computers, software applications, databases, spreadsheets and word processing. Requires manual and finger dexterity to accurately and efficiently operate required equipment. Requires ability to lift up to 30 pounds.
Knowledge of fundamental principles and practices of supervision and management. Ability to communicate effectively, orally and in writing. Ability to establish and maintain effective working relationships with staff, other public officials and the general public.
