Program Director: Workforce Innovation & Opportunity Act (WI... Job Opening in Lincoln, Nebraska - Purpose: The Program Director oversees the coordination and administration of all aspects of employment assistance efforts, including planning, organizing, staffing, leading, and controlling program policies and activities
Primary Duties and Responsibilities
Program Planning
Plan the delivery of the program and its activities in accordance with the mission and goals of the organization and the requirements of program funders
Develop new initiatives consistent with the strategic direction of the organization
Develop and implement long-term goals and objectives to achieve the successful outcome of the program
Develop an annual budget and operating plan to support the program
Develop a program evaluation framework to assess the strengths of the program and to identify areas for improvement
Assist in the development of funding proposals for the program to ensure the continuous delivery of services
Report evaluation findings to the Executive Director and recommend changes to enhance the program, as appropriate
Program Organization and Leadership
Ensure that program activities operate within the policies and procedures of the organization and in accordance with guideline from funding sources
Ensure that program activities comply with all relevant legislation and professional standards
Communicate with clients and other stakeholders to gain community support and for the program and to solicit input to improve the program
Serve as the organizational representative on applicable community task forces and boards
Develop and implement forms and records to document program activities
Oversee the collection and maintenance of records on the clients of the program for statistical purposes according to the
Monitor the program activities on a regular basis and conduct an annual evaluation according to the program evaluation framework
Serve as the primary point for contact for the program funders
Develop and maintain strong working relationships with funding sources
Communicate with funders as outlined in funding agreements
Write reports on the program for management and for funders
Financial Management
Ensure that the program operates within the approved budget
Monitor and approve all budgeted program expenditures
Monitor cash flow projections and report actual cash flow and variance to the Executive Director on a regular basis ( monthly / bi monthly )
Manage all project funds according to established accounting policies and procedures
Ensure that all financial records for the program are up to date
Ensure financial reports and supporting documentation for funders are prepared as outlined in funding agreements
Identify and evaluate the risks associated with program activities and take appropriate action to control the risks
Program Staffing
In consultation with the Executive Director, recruit, interview and select well- qualified program staff
Implement the human resources policies , procedures and practices of the organization
Supervise program stiff by providing direction, input and feedback
Ensure the personnel files for the program are properly maintained and kept confidential
Establish and implement a performance management process for all program staff
Engage volunteers for appropriate program using established volunteer management practices
Ensure that all program staff receive all appropriate orientation to the organization and the programs
Other
Perform other duties as may be assigned by the Executive Director
Qualifications
Education
Bachelor?s Degree Preferred
Experience
3-5 years experience in a related field Knowledge,
Skills and Abilities
Must be sensitive to low-income and diverse backgrounds
Must have knowledge of issues related to employment assistance
Must have knowledge of program and project management
Must have knowledge of target population
Must develop and maintain knowledge of agency programs, services, policies and procedures
Must have knowledge of supervisory techniques to accomplish instruction, motivation and training of personnel
Must have skills in organizing personal and staff work schedules
Must have skills in negotiating and problem solving to resolve internal and external conflicts
Must have effective public speaking skills
Must be able to read, write and communicate English effectively
Must be able to approach and communicate with a wide range of personalities in a professional and courteous manner
Must have basic competency in the use of office equipment including all confidentially and safety policies
Must be able to contribute to team effort
Must have a proficient computer skills (Microsoft Office preferred) for: word processing, simple accounting, databases, spreadsheets, email, and internet

Solve Problems: Assess problem situations to identify causes, gather and process relevant information, generate possible solutions, and make recommendations and/or resolve problems.
Working Conditions
Program Directors usually work in an office environment but the mission of the organization may sometimes take them to non standard workplaces
Program Directors work a standard work week but may be required to work some evenings and weekends to monitor program activities
