IT Manager Job Opening in Atlanta, Georgia - The Georgia Department of Public Health is the lead agency entrusted by the people of the state of Georgia with the ultimate responsibility for the health of communities and the entire population.
The agency is seeking a highly qualified candidate for the position of Information Technology Manager within the Office of Information Technology.
Job Responsibilities:
Manages activities in IT fields such as electronic data processing, information systems technology, and electronic security. Oversees the development and implementation of IT projects and initiatives. Directs subordinate supervisors and staff.
Reporting directly to the Development & Support Manager, this position is responsible for overseeing development, implementation, maintenance, and monitoring of the GRITS application and associated Service Level Agreements. Ensures the efficiency, stability, security and accessibility of the GRITS application to DPH supported users and trading partners. Develops the procedures for and manages the escalation of service requests and problems related to GRITS application support.
Job Duties and Responsibilities: Program Leadership
Defines and prioritizes IT project requirements
Develops time and cost estimates, project plans and budget
Establishes IT policy and participates in the coordination of systems administration
Interviews, hires, directs, trains, evaluates the performance of, and when necessary, disciplines and discharges IT employees
Manages human resources and directs administrative activities for IT employees
Monitors the staff's installation, maintenance, and support of IT products/services
Oversees the development and implementation of IT projects and initiatives
Oversees the evaluation of the unit's internal processes, procedures, and technologies to improve efficiency and ensure quality
Provides assistance to customers in planning their IT needs
Schedules downtime and preventive maintenance activities required to keep all equipment in good operating condition
Serves as a link between vendors and IT staff by providing information and guidance in acquiring relevant products and services
Works with other IT managers, staff and vendors as needed, to provide timely and efficient IT coordination in providing services to meet customers' requests.
Directs and coordinates the analysis, testing, implementation, operation, and support of information systems
Monitors, evaluates, and assesses the processes and procedures of information systems operation to improve efficiency and ensure quality
Business analysis skills to understand the needs of end users and to be certain that those needs are effectively translated into application requirements
Manages daily operations of programming unit, provides technical expertise to staff supervised, and resolves problems escalated to the Manager level
Manages IT program performance and achievement in comparison to established objectives and takes steps to ensure objectives are met
Implements the strategic plans, defining short and long-range program goals to support statewide technology objectives, improve delivery and operational execution, support processes and manage risk and total cost in support of IT and business strategies
Identify potential service level problems before they occur and implement or communicate solutions
Manage the implementation of the strategic vision including engaging with customers and key stakeholders and maximizing the efficiency and effectiveness of government services through the innovative use of technology.
Performs other assignments as required.
Minimum Qualifications:
Bachelor's degree in a related field from an accredited college or university AND Two years of directly-related experience
OR
Four years of directly related experience.
Preferred Qualifications:
Preference will be given to applicants who in addition to meeting the minimum qualification possess the following:
Master's degree in any of the following; data management, data sciences, information technology, computer science, business administration, or related field
Experience in an IT-related domain in the Public sector
Previous exposure and/or participation with application implementation projects
Experience performing reporting including demonstrated skill in composing logical, detailed and analytical reports that support planning and decision making is required
Experience with SQL and designing/executing complex queries over multiple joined tables.
IT Application support experience
The organizational skills necessary to effectively manage people and processes.
Interpersonal skills necessary to interact effectively with users, vendors, and external agencies/entities with the aptitude for providing positive customer service.
The verbal and written communication skills necessary to effectively communicate system issues to users, vendors, and external agencies/entities
Ability to understand features, specifications, key components, and proper configuration of the supported application required
Strong problem solving skills with the ability to deal with problems involving abstract variables in non-standard situations.
Experience coordinating software development
Experience with relational database systems (ability to run reports and troubleshoot issues).
