POSITION SUMMARY

Freight Services, Accounting Clerk II: Provides invoicing, billing and accounting for Freight Services averaged ay 3910 shipments per month. Verify invoices and prepare SF 1034s in a format approved by the ITO for each carrier. Convert collect freight bills, express receipts, and other billing documents to an e-bill when the commercial documents meet the criteria established in DOD 4500.9-R, Part II. Prepares freight cost estimates for customers when necessary.

ESSENTIAL FUNCTIONS

Provides invoicing, billing and accounting for Freight Services shipments monthly.

Review statement for SYNCADA and submit to government certifying officer.

Approve freight bills, express receipts, and other billing documents to an e-bill when the commercial documents meet the criteria established in DOD 4500.9-R, Part II.

Prepares freight cost estimates for customers when necessary.

Meets all invoicing and billing established timelines.

Must be able to collect, analyze, and interpret supply data.

Must be able to prepare freight documentation, conduct inspections, coordinate with vendors, and provide assistance to customers in small package, surface, air, and rail and other modes of shipment.

Review transportation shipping request for accuracy, determine priority, mode of transportation, routing, quantity and type of equipment required to complete all types of shipments and execute in accordance with all applicable regulations.

Customer service, answer telephones, provide advice, guidance and information as appropriate.

Examines freight and material to be classified as hazardous or non-hazardous.

May compile report of quantity and type of material on hand.

Process and document freight for shipment using the applicable automated system to prepare Commercial Bill of Lading (CBL).

Must be familiar with computers to be able to research and access information pertaining to material packaging.

Perform other duties as assigned by lead/management.

MATERIAL & EQUIPMENT DIRECTLY USED

Working knowledge of GFM, FEDLOG, LIW, VLIP, AMS, CMOS, Microsoft products, printers, facsimile machines, copiers, Hand truck, industrial truck, and other Material Handling Equipment (MHE)

WORKING ENVIRONMENT

May be required to work an uncommon tour of duty including nights, weekends, and holidays under pressure and strenuous conditions. Work is conducted in an office and field environment. Duties involve the conduct of work in the out-of-doors area with a potential exposure to extreme climatic conditions. Warehouse/Shop environment

PHYSICAL ACTIVITIES

Work will require lifting up to 50 lbs.; stooping; climbing; prolonged standing; prolonged sitting; and working with or in areas where a potential could exist for exposure to physical, chemical or biological agents. Dirt, dust, is always present. Employee use of Personal Protective Equipment (PPE) is required in certain areas.

MINIMUM REQUIREMENTS

Must have a good working knowledge of all governing freight transportation systems, programs, policies, nomenclature, work methods, manuals, or other established guidelines.

Must have a valid state Driver?s License with appropriate endorsement.

Must have applicable operator?s certification for MHE as required.

Must be safety minded and have knowledge of safety standards.

Must ultimately possess a favorably adjudicated National Agency Check with Written Inquiries (NACI) or superior investigation conducted by the Office of Personnel Management (OPM). This will require the completion of a SF 85P, Questionnaire for Public Trust Positions and two FD 258s, Fingerprint Cards.

Must be able to pass a drug screen and background check.

Associated licenses and certifications may be required.

AMMO 62 Technical Transportation of Hazardous Materials a plus but not required

GENERAL REQUIREMENTS

Ideal candidate will have five years of military or civilian experience as a material coordinator.

Possess knowledge of standardized transportation regulations, policies, and procedures or other written or verbal instructions.

Possess operational knowledge on Army Records Information Management System (ARIMS) to file records.

Possess knowledge in Defense Transportation Regulations.

Must be able to quickly grasp an understanding of the needs of the organization serviced.

Work well in a team environment and able to work with a diverse group of people.

Communicate with co-workers, management, clients and all others in a courteous and professional manner.

Conform with and abide by all regulations, policies, work procedures, and instructions.

Must be proficient in Microsoft Word, Excel, PowerPoint and Outlook.

Education and Citizenship Requirements

High School Diploma or GED.

US and residence, with verbal and written fluency in English.
