Community Manager
Overview
The Community Manager is under the general supervision of the Regional Property Manager. The major areas of responsibility include assisting the Regional Property Manager in maintaining the physical asset and maximizing the financial returns in accordance with the owner?s objectives. The Community Manager is responsible for the day-to-day operations of the property.

Essential Functions
Supervise and maintain tenant files, property files and records.
Monitor and be responsible for all work performed on-site by all staff members and service contractors under the Regional Property Manager?s direction.
Maintain regular, posted office hours.
Be available to answer questions, comments or concerns of the residents, including occasional after hours assistance as necessary.
Prepare and communicate all resident communications including preparing and distributing resident newsletters.
Handle and report any on-site that may arise immediately to the Regional Property Manager including completing any required documentation.
Oversee all details of move-ins and move-outs including entry of resident data into the property management computer software.
Prepare and coordinate all advertising and marketing of the property under the direction of the Regional Property Manager.
Oversee and handle all aspects of the leasing process including: lease applications, verification of income, assets and expenses, lease signing and completion of other required documents.
Conduct annual rental re-certifications for residents including entry of data into the property management computer software.
Prepare monthly occupancy reports.
Maintain weekly traffic reports and up-to-date waiting list.
Upon receipt of Intent to vacate prior to move-outs occurring, contact prospects on waiting list and process applicants as rapidly as possible in order to maintain maximum occupancy at assigned properties.
Ensure timely collection of rents including sending late notices as required.
Deposit monies received into property bank accounts daily.
Enter rental and other payments into the property management computer software and submit deposit documentation to the corporate office via fax or scan/email.
Participate in the eviction process as necessary with Regional Property Manager?s assistance.
Oversee and/or obtain appropriate certificates of insurance and contractor safety checklists from on-site contractors and vendors including maintaining current copies on-site, as well as, submitting a copy to the corporate office.
Assure the company standards of maintenance at the property are being upheld.
Ensure that maintenance requests are handled within 24 hours of receipt including follow-up with the resident as necessary.
Periodically follow-up on work order completion with an inspection.
Work with staff and residents to ensure the provision of a clean, safe and well-maintained community.
Conduct monthly property inspections and communicate findings to maintenance and Regional Property Manager.
Conduct annual or quarterly unit inspections according to the property guidelines.
Issue maintenance work orders received from residents as well as those found necessary through monthly inspections.
Make recommendations to the Regional Property Manager for expenditures and improvements. Communicate major maintenance problems to Regional Property Manager so that appropriate actions can be taken.
Anticipate necessary repair or replacement of items and obtain Regional Property Manager?s approval as necessary.
Assure vacated units are rent ready as soon as possible after move out (goal is 5 days).
Purchase necessary office supplies within budgetary limits up to $100. Consult Regional Property Manager for any amount exceeding $100.
Assist Regional Property Manager in preparing annual operating budget for site.
Review monthly financial accounting reports from property manager for check on variances. If variances exist, they should be made up in the following month.
Approve invoices for payment and prepare accounts payable routing slips and route for approval by Regional Property Manager daily.
Assure that all invoices are received by the corporate office in time for payment.
Maintain petty cash.
Responsible and accountable for all monies pertaining to the site. Lost or missing funds due to negligence on the part of the rental office shall become reimbursable to the company by the Site Manager.
Maintain current knowledge of all governmental regulations under the direction and supervision of the Regional Property Manager.
Ensures the property is in compliance with governmental directives (HUD, Rural Development, IHCDA, or other) including required forms, timelines, etc.
In conjunction with Regional Property Manager prepare for and attend HUD, RD, IHCDA inspections and management reviews.
Assist Regional Property Manager with responses to inspections and management reviews.
Attendance and Board/Owner meetings as may be required.
Submit control logs to Regional Property Managers by the 3rd of the month for the previous month.
Qualifications / Requirements
A high school diploma or the equivalent is required.
Strong organizational, interpersonal and customer service skills required.
Real Estate Sales Person License, the COS (Certified Occupancy Specialist) designation or the equivalent ex. STAR, TCS etc.) and the ARM (Accredited Residential Manager) designation are required or must be obtained within the first two years of employment.
