Job Description:
The Capital Program Management Director oversees all District Planning and Production activities, Design, Real Estate and Right of Way (ROW), Consultant Services, local programs, Environmental Scoping, and Land Surveying.

Responsibilities:
Serves as Production Administrator and Transportation Planning Administrator for the District, acting for and on behalf of the Commissioner of the Department of Transportation and the District Deputy Commissioner;
Administers all activities for the Production area (e.g., In-House Design, Consultant Services Administration, Surveying, Real Estate and Right-of-Way, and Railroad and Utilities Coordination) to ensure proper and efficient management practices are followed;
Implements policies and procedures for the division;
Forecasts, develops and implements policies and procedures for the Transportation Planning area and administers all activities for the Transportation Planning areas of responsibility including (i.e., program management, environment, traffic, pavements, and related liaison and office administration activities, to ensure that proper and efficient management practices are followed;
Directly supervises section supervisors (e.g., provides developmental opportunities, coaches staff to foster development, evaluates performance, approves section staffing levels, recommends discipline).
Other duties as assigned;

Preferred Experience:
Bachelor's of Science in Civil Engineering (ABET accredited), Business Administration, or related field is required and a minimum of five (5) years of supervisory and/or management experience in transportation or related experience;
Ability to facilitate execution of division work activities to meet district planning and production goals and annual fiscal constraints;
Ability to understand and comprehend both written and verbal instructions dealing with management and operations of INDOT?s initiatives;
Excellent communication skills;
Excellent problem solving and analytical skills;
Ability to formulate sound management and fiscal recommendations and make appropriate decisions with consideration of potential impact on department and district;
Ability to effectively prioritize a variety of projects/functions;
Ability to establish and maintain effective working relationships with all levels of management;
Ability to work independently;
Ability to organize thoughts and ideas in a logical manner;
Ability to plan and organize the work of other employees;
Ability to motivate subordinates to accomplish department goals and initiatives.
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals;
Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
Considerable knowledge of Database software; Design software; Development software; Internet software; Project Management software; Spreadsheet software and Word Processing software.
