Analyst / Enforcement Job Opening in Salt Lake City, Utah - Position Overview:
The Enforcement Analyst understands the comprehensive Electric Reliability Organization (ERO) Compliance Monitoring and Enforcement Program; to include the inter-relationship with standards development, reliability performance and assessment. The Enforcement Analyst is responsible for assessing facts and circumstances surrounding non-compliance of mandatory Reliability Standards, maintaining, and supporting fair and reasonable reliability compliance recommendations to support settlement discussions and resolution of non-compliance. The Enforcement Analyst conducts analysis, develops justifiable conclusions to support management in the development of WECC?s position on a variety of activities related to the compliance enforcement of FERC approved Reliability Standards.
Major Duties:
Promote and foster Bulk Power System reliability through effectively enforcing Reliability Standards.
Develop and write formal regulatory documents and assist or facilitate the development of formal proposals for implementing effective enforcement policies.
Develop record associated with proposed violations, penalties, sanctions, and reliability recommendations with an emphasis on O & P related activities.
Lead and/or assist with analysis pertaining to ERO reliability compliance and enforcement
Draft formal dispositions pertaining to the enforcement of reliability standards.
Assist with settlement negotiation preparation and associated enforcement proceedings.
Collaborate across teams and WECC Departments to facilitate and advance cross-functional projects.
Minimum Qualifications:
Bachelor?s degree in business administration, economics, communication, political science, or paralegal certification or related experience resulting in demonstrated ability to perform the major duties.
Five years of experience in regulatory compliance environment.
Understanding of compliance programs and basic auditing.
Experience working with regulatory practices, analyzing regulatory issues, and shaping regulatory policy.
Excellent writing ability, with demonstrated experience drafting formal reports, pleadings, or filings.
Strong interpersonal skills including ability to successfully negotiate challenging issues to an agreeable conclusion.
Strong analytical skills including ability to review detailed and complex entity documentation.
Ability to effectively communicate with all levels of the organization.
Ability to build effective professional relationships.
Ability to present data to various sized groups and answer related questions
Ability to lead a dynamic cross-functional team
Excellent organizational skills with an ability to work on multiple projects simultaneously.
Demonstrated ability to work in cross-functional team while balancing individual projects.
Proficient with Microsoft Office applications including Word, Excel, and Power Point.
Knowledge and understanding of the Western Electricity Coordinating Council.
Preferred Qualifications:
Above minimum qualifications and the following:
Five years working as a regulatory/policy analyst or auditor in a NERC regulatory environment.
Knowledge and understanding of NERC Reliability Standards.
Knowledge and understanding of the NERC Compliance Monitoring and Enforcement Program and its associated activities including risk assessments, compliance monitoring, and compliance enforcement.
Understanding of ERO and regional compliance programs.
Understanding of industry internal compliance programs and internal controls.
Understanding of root-cause analysis in a regulated environment
