Job Duties :
This is a federally funded time-limited (FFTL) position. This means it is a position that is paid entirely as the result of a federal grant. The duration of employment shall not exceed the life of the federal grant that funds the position. An employee appointed to an FFTL position is required to meet the minimum requirements for the classification. Further, an employee appointed to an FFTL position is designated as an unclassified (non-merit) employee. An FFTL employee is eligible to receive benefits at the same level as a classified (merit) employee in a permanent position.
Provides direction in planning, organizing, and managing information resources in support of the agency's mission. Acts as liaison between the functions of the agency and the information systems function as they relate to the Employ Kentucky Operating System (EKOS), Focus Career Suite and Kentucky Electronic Workplace for Employment services (KEWES) program; and performs other duties as required. Coordinates agency information resources activities to ensure that information and technology requirements are met. Coordinates and disseminates information to assigned local workforce area development areas and central office staff to keep abreast of policies and performance set forth by US Dept. of Labor. Provides technical assistance to assigned local area as needed.
Monitors WIOA and Wagner-Peyser programs to verify programmatic and fiscal compliance per DOL regulations. Reviews EKOS and local area files for compliance as well as monitor grants and contracts. Coordinates and prepares federal fiscal reports based on data from local area compliance visits. Analyzes, identifies and recommends improvements to the local areas based on monitoring data.
Modifies information resource plans to respond to changes in agency goals, service objectives or organization. Analyzes alternatives for collection, manipulation, storage, retrieval and dissemination of information and develops recommendations accordingly. Interprets and analyzes data and arrange data for reports. Compiles and submits federal reports to US Dept. of Labor.
Ensures data dictionaries, records, schedules and system documentation are managed according to standards and guidelines. Designs and promotes information locators and public information access techniques. Advises managers on technology projects and costs. Advises staff to ensure data accuracy. Designs and customizes reports. Serves as a resource to agency management during evaluation and monitoring of information technology projects.
Makes formal presentations to agency executives. Serves as the liaison between the state and Dept. of Labor for the purpose of reporting and validating data. Advises management of impact of federal and regulatory changes.
Promotes the use of statewide information resource management guidelines and technology standards. Recommends to cabinet information resource manager opportunities for sharing information resources through the development of inter-departmental systems and participation in state level systems. Participates in Dept. of Labor and local workforce area performance negotiations.
Reviews local areas drawdown requests to ensure accuracy. Works with local workforce area finance and certified public accountant personnel to solve erroneous draw issues. Performs other duties as assigned.

Education :
Graduate of a college or university with a bachelor?s degree.
Experience :
Must have four years of systems analysis, business administration, or public administration experience
Substitute Education for Experience :
Related technical or vocational training will substitute for the bachelor's degree requirement on a year-for-year basis. A master's degree in computer science, business or public administration will substitute for one year of the experience requirement.
Substitute Experience for Education :
Experience in computer programming, systems analysis, information services, research and statistics, business administration, or public administration will substitute for the bachelor's degree requirement on a year-for-year basis.
