GENERAL SUMMARY:
Under the direction of the City?s contract Assessor, makes appraisals of commercial, industrial, residential and personal properties to determine true cash value for assessment purposes.
ESSENTIAL JOBS FUNCTIONS:
An employee in this position may be called upon to do any or all of the following essential functions. These examples do not include all of the duties which the employee may be expected to perform. To perform this job successfully, an individual must be able to perform each essential function satisfactorily.
Assists with preparing all City tax rolls including Ad Valorem, industrial facilities tax, enterprise zone and renaissance zone rolls.
Assist Assessor in providing information to property owners, tenants, City officials and the public regarding assessment procedures, sale prices, ownership records, name changes, tax assessments and department operations.
Assist Assessor with examining building permits and plans, and evaluates on-going construction progress to determine the nature and current value of the project. Inspects fire damaged and demolished properties to determine changes in property value.
Help analyzes the sales conditions and purchase prices of real property. Provide reports regarding local market conditions to local and State agencies.
Help review applications for tax exemptions, keep files of exemptions and determines the eligibility of applications. Evaluates homestead property claims; track homestead and non-homestead properties. Records all property transfers and adjust taxable value of the property upon transfer.
Participates in the Board of Review process; serves as Secretary to the Board of Review in the Assessor?s absent and assist with preparing for tax Tribunal cases.
Performs related work as required.
REQUIRED KNOWLEDGE SKILLS AND ABILITIES:

Knowledge of the City (i.e. Industrial, Commercial, Personal, and Real Property tax base and businesses).
Must maintain good working relationship with governmental officials, taxpayers, the general public and other City employees.
Possess the ability to assemble, analyze, and maintain adequate records.
Must possess the ability to assist with appraisals and enter field data into the computerized system.
General knowledge of the principles and practices of appraising commercial, industrial residential and personal property, preferred but not required.
Some ability to communicate effectively and present ideas orally and in writing.
Ability to assist the Assessor in preparing and maintaining a wide variety of records and reports to accepted standards.
Ability to work effectively under stress and changes in work priorities.
Possession of a high school diploma or equivalent. Associate degree in assessment administration, real estate appraisal, accounting or related fields, or equivalent preferred.
A valid Michigan driver?s license.

The employee must occasionally lift and/or move objects of light to moderate weight. Specific vision abilities required include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus.
While performing the essential duties of this job, the employee frequently works in an office setting and occasionally performs work outdoors and in a variety of other settings. The employee occasionally is exposed to wet, humid conditions, moving mechanical parts, fumes or airborne particles, toxic or caustic chemicals, extreme heat or cold and vibration. The noise level in the work environment is usually quiet to moderate.
