Clinical Data Specialist Job Opening in Honolulu, Hawaii - The Clinical Data Specialist is the data steward for the SBIRT grant and performs clinical and operational data analytics. This person will provide training and technical assistance to Community Health Centers and HPCA staff with a primary focus on patient-level data collection, data fidelity across health center sites, and data reporting utilizing a web-based portal. Our ideal candidate will understand healthcare data and strategies, community health centers can apply to improve outcomes and clinic workflows.
Primary Responsibilities:
The SBIRT Clinical Data Program Specialist is the data steward for the Department of Health (DOH) Alcohol and Drug Abuse Division's Screening, Brief Intervention, and Referral to Treatment (SBIRT) program and performs clinical and opeational data analytics.
Essential Duties:
Provides regular (weekly/monthly) systematic review of data at each health center site. * Mentors staff at health centers on how to optimize the use of their data.
Implements day to day program activities and works closely with team in fulfilling the DOH SBIRT grant strategies and activities.
Provides programmatic and technical support for the SBIRT grant including, but not limited to, planning and implementing grant strategies and activities, providing training and technical assistance, coordinating related activities, and monitoring progress.
Assists and supports in data collection; performs data analysis and creates summary reports to support improvement.
Develops reports, presentations, and graphs for presentation of data and other information to technical and lay audiences to facilitate implementation of program.
Monitors contracts to ensure SBIRT activities are carried out.
Collaborates with other SBIRT team members for training and technical assistance.
Works closely with ADAD grant leads and related partners regarding data collection and reporting practices that may enhance the overall system of care.
Other Duties:
Collaborates with other TTA members for training and technical assistance and assists other HPCA teams as needed.
Effectively represents HPCA in a wide variety of settings.
Other duties as assigned.
Working Conditions:
Work Hours: Full time, 40 hours per week with a projected end date of September 30, 2018. Continued employment is dependent upon grant funding, which is eligible for annual contract extensions through September 30, 2021.
Working Environment: Indoor, office setting.
Equipment Use: computer, fax,copier, phone, various office equipment.

Capable of effectively responding to questions from healthcare professionals, state departments and agencies, association partners, and the general public.
Must be able to interpret health and policy related information and translate it to a wide variety of audience.
Ability to articulate objectives of HPCA programs to internal and external stakeholders and understand the objectives of the other HPCA teams.
Minimum Qualification Requirements:
Skills /Knowledge:
Demonstrated leadership, professional image, good judgment, and diplomacy.
Ability to maintain cordial, professional relationships with all staff, HPCA board and members, and general public.
Understanding of Hawaii?s cultural dynamics and ability to work with people from a wide variety of ethnic, educational, and professional backgrounds.
Quick learner with a high motivation and ability to work in a demanding work environment with constantly shifting and changing priorities.
Ability to work effectively and cooperatively with co-workers.
Must be able to use various computer software including Excel, Word, Power Point, and Outlook.
Superior knowledge of data reporting and analytical skills with ability to interpret healthcare related data.
Self-motivated and directed; ability to work independently with minimal supervision.
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
Ability to interpret a variety of instructions furnished in written, oral, diagram,or schedule form.
Excellent planning, coordination, and organization skills.
Time and priority management skills; ability to multi-task.
Strong decision-making and problem analysis skills.
Ability to apply concepts such as fractions, percentages, ratios,and proportions to practical situations.
Ability to understand data and the strategies that can be applied to improve outcomes.
Education:
Bachelor?s degree from a four-year college or university and major work in one of health sciences, behavioral sciences, social sciences, or related field. Three years of experience working with clinical data may be substituted for a degree.
A master?s degree, graduate courses or equivalent experience in public health is preferred.
Experience:
At least two years? experience in public health, health promotion,or program coordination.
Two years? experience working in a team environment.
Desirable Skills and Experience:
Experience working in or with Hawaii Community Health Centers and familiarity with Hawaii?s healthcare environment and public health system of care.
Comprehensive knowledge of clinic operations within Hawaii?s Community Health Centers.
Knowledge of clinical settings, processes, workflows and culture.
Expertise in quality and performance improvement strategies.
Experience working with Meaningful Use data,Electronic Health Records, and website interface/access and data submission, review and information analysis.
