Program Manager (Property Manager) Job Opening in New Castle, Delaware - Columbus Property Management Inc. (CPM) a 501(c)(3) Pennsylvania nonprofit corporation, was created in 1993 as the property management affiliate of 1260 Housing Development Corporation, a Philadelphia-based nonprofit affordable housing developer specializing in housing for special needs persons.
CPM is seeking a full time Program Manager for its New Castle, DE location.
The Program Manager ? Delaware Housing Services (DHS) has the responsibility of complying with all phases of CPM operations in the State of Delaware that effect the tenancy of the individuals within his/her assigned portfolio and/or directed by management
Essential Duties and Responsibilities
Identifies and secures master lease units for applicants/clients after performing market comparisons and determining rent reasonableness.
Recruits, intakes, and leases tenants (both market and program) in accordance with all phases of operations that affect the tenancy of the individuals within assigned portfolio.
Ensures prior to leasing that applicants fit the funder requirements of the units being leased.
Conducts and prepare HQS inspection reports for each unit assigned or requested by the Program.
Responsible for conducting annual recertifications, lease renewals, and HQS inspections for all tenants in portfolio. Informs master lease owners of work needed and ensure satisfactory completion of the work.
Responsible for ensuring clients identified by funders secure housing, utilizing their tenant based voucher.
Assists applicants in understanding his/her responsibilities and obligations when signing leases and moving into units. Assists tenants in complying with the terms of the lease.
Collection and process of appropriate documentation along with notification to tenants and master lease owners of rent increases, lease addendum changes and/or other changes in the terms of the lease agreement.
Ensures all rent and utility payment collection, negotiates collections of arrearages, and manages all evictions from beginning to resolution.
Assist with ensuring all master lease payments, bridge payments, and tenant utility allowances are paid timely in accordance to procedures set in conjunction with the accounting department.
Assist with the responsibility for entering and overall accuracy of appropriate property and tenant information into Yardi, while ensure occupancy standards set forth by CPM and/or funders.
Responsible for attending all funders meetings as directed by supervisor and assist with the preparation of all monthly reporting to funders and the maintenance of tenant files and records according to CPM and funding specifications.
Maintains up-to-date knowledge of regulations applicable to tenants based on funding source.
Provides information to the reporting group for updating the property management system. On a monthly basis, reviews tenants rent payment status and works with the accounting and reporting departments to ensure accurate record keeping.
Handles emergencies that arise within assigned portfolio. Handles week night and week end tenant emergencies for entire tenant portfolio and coordinates case management intervention or emergency repairs as needed.
Establishes and maintains professional relationships with funders, partnering agency, masterlease owners and servicing agencies. Constantly seeking and engaging new property owners to participate the masterleasing program.
Ensures that all tenants in his/her portfolio are in the best living environment possible.

Promotes CPM Affordable Housing and Social Services Clearing House (CPM Home Finder), and DSHA?s apartment locater database.
Understands, promotes, and projects the corporate mission while performing the above mentioned tasks and responsibilities.
Participates in additional and/or special projects as required from time to time by management.
Requirements and Qualifications:
High school diploma and at least three (3) years experience in affordable property management or real estate leasing/sales or other applicable field. HUD Qualified Housing Quality Standards Inspector or will obtain one within first year of employment. Has extensive knowledge of DE Real Estate Fundamentals and Practices and has a valid Real Estate salesperson license in the State of Delaware or will obtain one within the first year of employment.
Excellent written and verbal communication skills, Good interpersonal skills and strong organizational, analytical and problem resolution skills. Must be able to multi-task in an environment with rapidly changing priorities.
Experience with Microsoft Word and Excel.
Licensed to drive a motor vehicle; access to an insured motor vehicle in good working conditions that will be driven daily for work. Available to work evenings and/or weekends to recruit tenants, show and/or lease units, respond to emergencies or complete special projects.
