Financial Analyst Job Opening in Indianapolis, Indiana - Responsible for processing and monitoring the activities of the Agency's grants including internal budget control, financial reporting, reconciliation of expenditures and revenues, and auditing for grant compliance. Performs a variety of tasks that include daily draw down requests, daily expenditure review, maintaining proper grant documentation and monitoring federal, state or local guidelines. Other duties include preparing various Agency financial reports, audit reports and other mandated reports.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:
Performs and oversees the accounting and financial activities related to projects and activities undertaken by the Agency. This includes assisting in economic development-related activities.
Reviews and authorizes encumbrances and expenditures for services and goods. Reviews and makes adjustments to previous expenses as needed. Prepare journal entries for movement of expenditures, or monies received. Reconciles grant revenue and expenditures on a monthly basis.
Prepares reimbursement requests and draws down funds for various grants through HUD's voice response system and keeps all appropriate ledger reporting.
Prepares monthly financial reports for various Agency department heads. Schedules and attends monthly budget meetings with various grant coordinators. Prepares quarterly, semi-annual and annual financial reports (FSRs) to HUD and updates cumulative expenditures and obligations quarterly within HUD's voice response system.
Monitors expenses for proper cost allocation to various funds.
Assists other Finance employees as needed.
Assists in the preparation of the annual budget and specific grant applications as needed.
Performs other duties as assigned.

Knowledge of computers, data entry, housing regulations and Agency policies, procedures and practices. Extensive knowledge of IRS regulations as related to all areas of accounting. Bondable.
EDUCATION and/or EXPERIENCE: Bachelor's degree in Accounting , Finance or related area from an accredited college or university, or a graduate of a licensed business college. Minimum of 3 years accounting experience, or an equivalent combination of education and experience. Working knowledge of spreadsheets and word processing using Excel and MS Word.
LANGUAGE SKILLS: Ability to communicate clearly and concisely orally and in writing.
MATHEMATICAL SKILLS: Considerable knowledge of generally accepted accounting principles, practices and techniques, basic bookkeeping principles and record keeping procedures.
REASONING ABILITY: Ability to establish and maintain effective and courteous relationships with other employees, vendors and other business contacts. Ability to deal effectively with situations that require tact, diplomacy and firmness.
CERTIFICATES, LICENSES, REGISTRATIONS: Valid Indiana Driver's License.
