Project Controls Specialist Job Opening in Jersey City, New jersey - General Tasks
General tasks to be performed by the Consultant may include but shall not be limited to the following:
Performing project management, scheduling, cost control, project proposal preparation or other management/control services;
Analyzing, providing design and programming services to the Project Management Office within the Office of the Chief of Capital Planning, Execution and Asset Management in the area of integrated computerized program/project control and reporting systems;
Recommending and implementing modifications to the existing procedures and reporting systems that the Project Management Office utilizes to control the budgets, schedules, costs and resources of the projects it oversees;
Preparing project control reports and presentations;
Training support; and,
Developing project delivery standards and procedures.
Anticipated Project Assignment
Updating schedules in Oracle?s Primavera project scheduling software on a monthly basis or as needed in concert with the project managers.
Reviewing project status with project managers including scope, schedule and costs.
Creating and maintaining resource loaded project schedules in Oracle?s Primavera project scheduling software.
Maintaining proper project and activity codes in the Primavera system.
Assist assigned project managers in preparation of project proposals for projects, including assistance in the preparation of project budgets; updating project forecasts; establishing, maintaining and closing account codes; and preparing monthly and ad-hoc project/program status and performance reports.
Providing training and technical assistance to the project managers in understanding current and future Port Authority project control systems and enhancements.
Coordinating the work of other project control specialists; mentoring lower level project controls staff, as needed;
Assist Program Director and Program Managers in preparation of executive level summary reports;
Perform cost and schedule variance analysis for the Program Director and Program Managers;
Support the Program Director in capital planning prioritization of the active portfolio of capital projects.
General Knowledge and Skills Required
Thorough knowledge of project control concepts, processes and procedures including project cost control and reporting, project scheduling, project performance reporting, development of project work breakdown structures and reporting on project variances from approved plan.
Proven ability to manage multiple projects simultaneously and effectively, utilizing limited resources to achieve complex goals.
Expert knowledge of the principles, methods and tools for developing, scheduling, and managing projects and resources, including monitoring costs, work and contractor performance.
Extensive experience in managing and influencing diverse work groups and project teams.
Demonstrated customer service, decision-making, problem solving, negotiations and interpersonal skills.
Demonstrated knowledge of capital planning and assessment, cost-benefit analysis, planning and evaluation, and risk management protocols.
Proven skills at effective communication both at the interpersonal and group level.
Proven ability to work effectively within groups and to complete assigned tasks independently
Qualifications Required
Bachelor of Science Degree in an engineering, accounting, economic or business administration discipline or a Project Management Professional certification along with a technical degree.
Minimum of 5-10 years of progressively responsible experience in the area of project control on medium to large-scale projects in Aviation, Rail, Highways/Roadways, Bridges or Buildings and Utilities industries
Proficiency in the use of standard Microsoft Office products, Primavera (Oracle?s Project Management software) and ability to become competent with Port Authority software and reporting systems.
Must possess a valid driver?s license.
Reporting Location of Assignment: Services are anticipated to be in offices located at 4 World Trade Center (NYC) , Tech Center, Journal Square Transportation Center, Two Montgomery, Jersey City. Location of services are subject to change as required by the Client.
