Labour Relations Officer Job Opening in toledo, Ohio - Labour Relations Officer About the job: Our federal government client has a requirement for a labour relations officer. Below is a detailed job description. This opportunity is for a period of approximately 28 weeks. Candidate must be bilingual and possess a valid Secret security clearance. The Labour Relation Office, is expected to supplement and compliment Directorate staff and to participate in and to contribute to, various employment management activities within the Directorate. The task required to be performed and the documents, reports and plans required and expected to be prepared are determined and listed as following under specific activities. The Director, Advisory and Practices (Project Delivery) is requesting the services of a Labour Relations Officer with a minimum of ten years experience to provide employment management services with a variety of skills related to employment and recruitment strategy development and implementation related to the management of real property activities; project management including human resources and communications management and analytical, problem solving and decision making skills. The Labour Relations Officer will be specifically tasked to perform the following activities: Develop tools including the statement of Merit Criteria and provide assistance for an internal EG07 Chief National Master Specifications appointment process. Assist the Director with an initial screening of external applicants and provide a draft screening report for the Director's input and approval. Develop the required evaluation documents including selection board interview questionnaires and examinations if required, related rating guides, reference questionnaires, and participation on selection boards and preparation of the rating summaries. If requested the services will include assisting in candidate de-briefs. Develop tools including the statement of Merit Criteria and evaluation documents for Co-op students and assist the Director with an initial screening of applicants, grievance actions and provide a rating summary and recommendation. Provide assistance to the Director and related Managers in the development of the national standardization of a number of new generic tools to assist with human resource management of project managers, and project management competencies. These tools include: Learning Roadmaps � to assist in the development of generic learning strategies for project managers at all stages of career development. Competencies � to ensure a consistent approach to establishing generic competencies for performance agreements and performance evaluations as well as consistent competencies for Statement of Merit Criteria based on Departmental expectations. Appointment Processes � to build upon the generic work descriptions by establishing a common standard of essential merit criteria for appointment processes and establishing a protocol for joint appointment actions. In summary, the total LoE of required services is approximately seventy five (75) workdays. The services will not be required on a continuous day-to-day basis, rather on an intermittent basis depending on the timetables of staff in support of the Director and related Managers. This engagement requires a unique combination of knowledge, abilities and experience at the corporate and operational levels in real property project delivery and management: Qualifications: � Candidate should clearly demonstrate experience (10 years experience in the last 12 years) at the management level (Managers, Directors) with Real Property in government. Candidate should clearly demonstrate experience in development of project management competencies in real property. Candidate should clearly demonstrate experience working with the Public Service Commission in external recruitment of project managers. Candidate should clearly demonstrate experience in human resources components including grievance procedures, selection process appeal hearings and corrective actions. Candidate must have a university, undergraduate degree in engineering or architecture or landscape architecture or urban planning.
