POSITION REPORTS TO: Executive Director of Finance and Budget
Summary of Position:
Under general direction, responsible for all grant accounting and management functions. Additionally, this position will be working with the Senior Financial Analyst on the Capital and Operating Budgets, and financial analysis required for Union Negotiations and other sensitive areas.
Essential Duties and Responsibilities:
Develops, modifies and maintains computerized grants accounting module in financial management system. Evaluates and determines needs for each grant to ensure effective interfaces and integration of activities from various databases.
In conjunction with Planning, coordinates with the Federal Transit Administration in preparing all grant applications and in obtaining funding approvals. Reviews federal regulations and guidelines for grant applications and advises as to new federal requirements.
Develops, prepares and submits grant and closeouts.
In conjunction with planning, prepares quarterly financial status reports for each federal grant as required by FTA. Submits FSR?s electronically through FTA?s TRAMS system.
Prepares for electronic drawdowns for eligible federally funded expenses. Tracks receipts of funds and subsequent payments to vendors within prescribed federal guidelines.
Monitors fiscal aspects of construction programs and contracts funded by FTA, and reviews purchase requisitions and payments against FTA approved contract budgets.
Provides assistance for RIPTA managers in the analysis of grant programs/project performance and in the development of corrective measure as requires. Independently conducts grant program/project analyses to assist project managers.
Facilitates the preparation of the authority?s annual capital and operating budget including formulation and expenditure planning, preparing appropriate schedules, and working with RIPTA departments in specifying requirements of their annual budgets and expenditure plans.
Coordinates, reviews, analyzes and reports on annual capital budget, insures actions where required. Helps control authority expenditures by monitoring departmental capital budgets; identifying problem areas and recommends corrective solutions; assists in identifying budget revision requirements.
Coordinated reporting of capital budget data for quarterly review, annual capital budget process and other reports as necessary.
Assists auditors and prepares any necessary schedules or analyses as related to capital project revenue and expenses.
Prepares and tracks billings to state agencies for payment of capital purchases with bond funds, federal highway funds, or other sources of state revenue for capital project expenses.
Works with the Senior Financial Analyst to perform financial analysis as required; for example, cost benefit analysis for union negotiations or analysis of departmental changes in personnel or programs.

Basic Knowledge:
Must be a graduate of an accredited college or university with a bachelor?s degree in accounting, finance, business administration or business related field. Demonstrated knowledge of generally accounted accounting principles (GAAP) & governmental accounting standard boards (GASB). Good interpersonal skills including the ability to remain flexible when encountering tight time schedules and to effectively interact with internal and external contacts.
Ability to communicate effectively both verbally and in writing. Demonstrated problem solving, analytical and investigative skills, including the ability to research, analyze and reconcile financial data, and to make logical decisions using sound, independent judgment and common sense. Advanced Excel skills, word processing, knowledge of databases, and financial systems required. Ability to meet strict deadlines and work extended hours when necessary.
Experience:
Five (5) years extensive and progressive experience in finance including significant experience dealing with federal grants is required.
OR: any combination of education and experience that shall be substantially equivalent to the above education and experience.
