Project Manager (Construction) Job Opening in Billings, Montana - The Project Manager?s responsibilities will include implementing all aspects of Mountain Plains Equity Group?s (MPEG) project development and acquisition activities including construction monitoring, project development and technical assistance, project acquisition, investment due diligence, asset management, and outreach and marketing.
Principal Duties and Responsibilities
Construction Monitoring and Oversight:
Perform Initial Site Inspection
Oversight and Detailed Review of required documentation associated with Design, Planning, Zoning, and Surveys (also a part of the Plan and Cost Review)
Attend Pre-Construction Meeting and prepare a report
Review Construction Schedule and revisions over the course of the Project
Coordinate Construction Monitoring inspections (Contract with Consultant/Shared Services or in-house inspection processes)
Perform an on-site progress inspection and issue a report prior to release of any Draw Request funds
Review Monthly Construction Reports, Draw Requests, and any Change Orders; track Lien Waivers.
Monitor and evaluate the Hard Cost Contingency
Confirm substantial completion, completion of final punch list and issuance of Certificates of Occupancy
Review pre and post ALTA Surveys
Manage post construction follow-up for outstanding construction issues and transfer to asset management
Project Development and Technical Assistance:
Assist in the evaluation of potential development projects
Manage site search and selection process including site entitlement due diligence
Develop project design criteria; lead and participate in concept design
Manage selection and contracting of project design, engineering and planning consultants
Participate in community presentations and meetings
Oversee the preparation of all required documentation (Design, Planning, Zoning, Plats, Construction Documents, etc.)
Negotiate design and engineering contracts. Make recommendations to management
Project Acquisition
Work with the President and Acquisitions Manager to implement the organization?s development program
Evaluate the development capacity of prospective development partners
Prepare and present construction findings to the President and/or Investor Committee
Participate in site acquisition negotiations
Collaborate with Director of Asset Management and Acquisitions Manager on project management
Review and make judgments with respect to the completeness and adequacy of due diligence related to project closings
Perform other directives, assignments and requests from the President
Investment Due Diligence
Coordinate Architectural, Engineering and Environmental Due Diligence
Perform Plan and Cost Review, issue a formal report
Review Environmental (Phase I ESA) and Geotechnical (Soils) Reports
Review Owner- Contractor and Owner-Architect Agreements
Assist in compiling due diligence items
Assist in coordinating receipt of Title and Survey Items
Participate in pre-closing calls
Assist in the review of Title Insurance Endorsements and Insurance certificates
Asset Management
Assist in transition to Asset Management, coordinate maintenance orientation and project manuals
Assist in the review of any proposed capital projects or major repairs to portfolio properties
Assist in performing annual inspections as necessary
Required Skills, Knowledge and Abilities
Proficient in data base management and the prerequisite software
Proficient in Microsoft Office, Microsoft Word, Excel, Internet and Power Point
Proficient in the use of all office equipment (phone system, copier, fax, postage meter)
Comprehend state qualified allocation plan for tax credit awards
Comprehend soft financing products and understand how to best qualify for products
Familiarity and/or experience with or in many of the following areas:
Low Income Housing Tax Credit Program
Federal State and Local affordable housing finance programs
Real estate finance
Real estate development process
Construction process
Non-profit organizations
General accounting principals
Excellent verbal and written communication skills
Possess time management skills, highly organized and able to meet deadlines
Ability to organize and supervise overall day-to-day operations of the office
Expediency in office management capacity
Must be able to maintain confidentiality and exercise discretion
Strong organizational skills and ability to coordinate complex activities, prioritize conflicting demands and meet deadlines
Must be highly motivated, be able to work independently, solve problems and possess strong written and oral communication skills
Incumbent is expected to demonstrate strong ethics in interpersonal relations and work as an effective, collaborative team member
Professional demeanor and telephone, memo and email etiquette is essential
Experience
Minimum 3 years in a construction related field
Education
B.A. Degree in a construction related field or equivalent education, training and experience in comparable position or related business operation
Working Conditions
Occasional overtime (standard office hours Monday through Friday, 8:00 am to 5:00 pm)
Occasional out-of-town travel
Background and credit check may be required
Compensation package includes health insurance benefits, paid time off (PTO), paid holidays, and 401(k) retirement plan (per employee handbook)
