Application/Web Developer III Job Opening in Washington, District of columbia - FHFA?s OTIM currently operates and supports over thirty (30) in-house developed applications, utilities, and applets. Most of these are web-based applications built on Microsoft?s Framework, utilizing Active Directory (AD), Visual Studio, HTML 5, CSS, JSON, XML, and SQL Server as the back-end databases. All reports generated from the applications utilize Microsoft SQL Reports as its foundation. FHFA?s applications are developed using an agency approved SDLC process.
In the majority of the cases the business analysis and requirements definition documentation shall be used as the guiding artifact(s) to produce a comprehensive integrated IT solution. The Contractor shall participate in the requirements definition meetings with the BPRM and provide recommendations and support the evolution of the requirements into system(s) design and ultimate IT solution of developed systems that meet users? needs and vision.
The Contractor shall transform the requirements stipulated in the Functional Requirements Document (FRD) into a software development life cycle set of products addressing the systems design, development, test and evaluation, deployment and production support. The
Contractor shall identify and conduct trade-off analyses and cost-effectiveness analyses to ensure that a thorough and comprehensive set of alternatives is reviewed for design, with consideration for all aspects of the system life cycle and associated costs. The level of detail of each study or analysis shall be commensurate with the cost, schedule, performance, and risk impacts.
The Contractor shall adhere to FHFA IT software development and maintenance processes to include delivery of source code, build documents and installation media. FHFA?s IT software development and maintenance process governs the development environment and migration of applications from the development to production environment.
In particular, the Contractor shall provide support services for:
Project initiation phase to include a Needs analysis, concept of operations, and planning.
Requirements analysis and interpretation
Design and wireframes
Development and Unit Testing
System deployment to include installation and back-out plans testable between all applicable environments.
Decommission of old or replaced systems
Production system support
General Project Processes:
Participate in all meetings and work groups associated with the project
Provide analysis and support for the requirements and design of the project
Assist in project planning efforts
Provide appropriate documentation in support of the FHFA SDLC
Ensure all required deliverables are fully tested and documented prior to user acceptance testing.
All changes or releases must be entered into FHFA?s change control process and approved prior to production release.
ESS?s project planning and management methodology provides a structured and standardized process to track a project through each major phase: Project Initiation, Execution and Finalization. It also provides a framework, and direction for the development of IT systems and related products and services that support FHFA?s mission and business goals.
The Contractor shall follow the ESS process for system development and provide support for any and all phases. All OTIM?s applicable standards and guidelines for project control, system development approach, documentation standards, system security considerations, and IT Policy and procedure shall be adhered to for all tasks on all projects. Technical Direction will be provided by the OTIM Government Application Development Lead(s).
The Contractor shall provide development support comprised of adaptive, perfective and corrective maintenance for all FHFA systems as identified, defined, and controlled through change requests. For new development initiatives, if required by ESS, the contractor shall identify alternative solutions with limitations and assumptions identified for each alternative.
The Contractor shall provide DME services that shall comprise the full range of software development service including, requirements interpretation, systems design and development, coding and testing, preparation for deployment, data conversion, and integration, but not limited to the following:
