The Office of Budget works to achieve the efficient use of taxpayer dollars by assisting in statewide financial planning, analysis, and decision making. The Office of Budget leads the development of the Governor?s balanced budget, the implementation of annual agency budgets, and the continuous monitoring of state agency expenditures. The office provides information and assistance to executive and legislative decision makers, and provides technical assistance to state agencies.
Senior State Budget Analyst
The Senior State Budget Analyst position is responsible for analyzing and interpreting financial data for the purpose of determining past financial performance and to project a financial probability ensuring compliance with state laws, policies, and procedures. The Senior State Budget Analyst reviews and evaluates actual revenues and expenditures for budgets, grants, and other projects to maintain a balanced budget. The Senior State Budget Analyst is often the first point of contact for state agencies and others on financial matters pertaining to their assigned agencies.
Typical Functions
Analyzes, prepares, and/or recommends financial data for the purpose of determining past financial performance and/or to project a financial probability, fiscal impact of management decisions and policies.
Reviews, analyzes, and prepares financial information concerning personnel, operations, grants, capital projects, and other expenses to determine budgetary requirements, and solutions to operational issues with statewide fiscal impact.
Provides technical expertise and assistance to state agencies in the development of biennial and annual fiscal programs.
Analyzes biennial budget requests, and presents and recommends state agencies? budgetary requirements to the Budget Administrator, Chief Fiscal Officer of the State, and Executive Staff for Executive Recommendations.
Prepares, analyzes, and/or interprets proposed and existing legislation, laws, budget directives, and policies to implement internal and external directives.
Evaluates the impact of federal and state budget policies, and produces technical budget documents and reports within given deadlines and time frames in support of the Chief Fiscal Officer of the State and the Governor.
Knowledge, Abilities, and Skills
Ability to review and analyze financial information concerning revenues and expenditures and develop appropriate budget recommendations.
Ability to organize and present clear and concise oral and written reports of findings and recommendations.
Ability to prepare and present recommendations to a review committee.
Ability to establish and maintain effective working relationships with others.
Knowledge of the principles and practices of organizational management and public administration.
Knowledge of the principles and practices of budget administration with special reference to governmental procedures, practices, and objectives.
Knowledge of various funding sources available to governmental agencies.
Minimum Education and/or Experience
The formal education equivalent of a bachelor?s degree in accounting, finance, economics, and business or public administration; plus four years of experience in professional budget administration, fiscal analysis, or state public administration, including one biennial or annual budget cycle. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
