Supports complex, high-risk projects requiring coordination across multiple operating units.
Management of small projects of moderate complexity for a single business unit.
Reviews, analyzes, and evaluates information systems and user needs to determine most effective solutions to meet user?s requirements.
Supervises and directs work of assigned staff.
Ensures thorough analysis and evaluation of information systems and user?s needs are conducted and the most cost effective solutions are identified and recommended.
Provides technical expertise and knowledge and monitors activities to ensure established timelines, goals and objectives are met.
PRIMARY DUTIES AND RESPONSIBILITIES:
LEADS DAILY FUNCTIONS AND ACTIVITIES OF ASSIGNED IT PROJECT(S) AND ASSIGNMENT(S):
Reviews and analyzes assigned project(s)/assignment(s) and implements daily work plans based on established timelines and deliverables.
Identifies obstacles and issues and takes appropriate action and/or makes recommendations.
SUPERVISES AND DIRECTS WORK OF TEAM MEMBERS AS ASSIGNED:
Plans and organizes work assignment for team members.
Supervises staff assigned in accordance with all regulatory requirements and policies of The Queen?s Medical Center.
Recommends, plans, and coordinates education and training for staff as required.
PROVIDES LEADERSHIP IN ANALYSIS OF USER?S NEEDS AND SYSTEMS APPLICATIONS AND DESIGN:
Leads and/or oversees consultation with users to obtain in-depth and thorough understanding of work flow, work processes, and data requirements.
Identifies systems and functions that can be improved with automation.
Ensures documentation of project/assignment requirements, scope, and objectives are completed.
Formulates systems to parallel overall business strategies of the department and The Queen?s Health Systems (QHS).
PROVIDES TECHNICAL EXPERTISE AND KNOWLEDGE IN APPLICATION SYSTEMS AND OVERSEES WORK ASSIGNMENTS:
Provides technical knowledge and guidance to team members in all aspects of systems applications and project(s) management.
Performs technical functions as required.
Monitors project(s)/work assignment(s) for adherence established timelines, deliverables, goals and objectives.
Monitors to ensure documentation, including but not limited to program development, logic, coding, and corrections is completed as required and user?s manual is completed as required.
PROVIDES EXPERTISE AND KNOWLEDGE OF IN PROJECT PLANNING:
Leads and/or actively participates in planning for technology, including development of goals and objectives to ensure alignment with long range, strategic plans for QHS IT.
Serves as resource in applications systems planning: analyzes and estimates feasibility, cost, compatibility with other systems, computer capabilities, etc.
COORDINATES AND LEADS ACTIVITIES AND PROCESSES RELATED TO OPTIMUM USE OF PRODUCTS AND SYSTEMS:
Identifies and communicates potential and limitations of product to facilitate and ensure best practice approach to process redesign.
Assists in creating and distribution communication regarding process changes, systems design, training and implementation.
EDUCATION/TRAINING:
Provides orientation and information for computer systems and applications; develops training material relevant to application; coordinates, participates in or conducts on-going training and in-service programs related to changes in the computer applications.
Performs other related duties as assigned.
MINIMUM QUALIFICATIONS:
AND LICENSURE:
Bachelor?s degree in Information Technology (IT) field or related field; four (4) years? experience in IT demonstrating technical knowledge to independently design, test, and implement intermediate to complex business or clinical applications systems may be substituted for educational requirement.
Expertise in specific area of responsibility in IT.
Knowledge and ability to lead of moderate complexity.
Project Management Professional (PMP®) Certification preferred.
EXPERIENCE:
In addition to the educational requirement, minimum six (6) years? experience in specific IT area of responsibility.
Two (2) years IT project management experience, preferably in a comparable organization.
Prior experience.
