POSITION PURPOSE
Under the direction of the Sr. Director of Quality Systems and Chief Medical Officer, the Director of Healthcare Analytics is responsible for the direction and oversight of evaluation and analytic activities such as program/study design, data collection and analysis, interpretation of results, and effective reporting for overall impact measurement and process evaluation for IEHP programs and services. . In this role, the Director of Healthcare Analytics will lead teams of Program Evaluators and Data Analysts who will provide the technical resources to meet the program evaluation needs of the organization, and rigorously determine program effectiveness and ROI in the context of a large Medicaid Health Plan, with over 1.2 million members.
PRINCIPAL ACCOUNTABILITIES:
1. Direct and oversee the Program Evaluation and Program Analytics Teams that provide support to IEHP?s leadership team in the oversight of new and existing quality programs.
2. Responsible for developing strategic internal partnerships with key stakeholders including: Medical Services, Provider Services, Information Technology, Marketing and Finance departments, as well as external partnerships with Provider groups and vendors to meet the needs of the Program effectiveness and evaluation efforts
3. Ensure Program Evaluation and Program Analytics Teams implement timely and accurate data mining techniques to apply to all data analysis work, ensuring reliable conclusions to data analysis.
4. Leads IEHP analytic strategy around risk stratification, GIS analysis, population health trend and analysis, in addition to program effectiveness and ROI analysis.
5. Guides the Program Evaluation and Program Analytics Teams to develop and present formative and summative evaluations to internal/external customers and collaborates with project team members to monitor progress and develop strategies to address barriers. Prepares reports based on pattern analysis, feedback activities, and project progress.
6. Develops content for evaluation-specific workgroups; facilitates discussion around measures development, data sharing and reporting.
7. Develops strategic partnerships with local, regional, and national academic organizations and other analytic/evaluation partners. This includes serving as the IEHP lead on several national evaluation projects, ranging from high utilizer cohort interventions, to alternative payment methodologies, to public health strategies to reduce obesity.
8. Demonstrate a commitment to support IEHP?s strategic priorities to become a 5-Star Health Plan and incorporate LEAN principles into daily work.
9. Any other duties as required to ensure Health Plan operations are successful.
10. Ensure the privacy and security of PHI (Protected Health Information) as outlined in IEHP's policies and procedures relating to HIPAA compliance.
MINIMUM QUALIFICATIONS:
Education/License: PhD required. In public health, health services, epidemiology, biostatistics, or other related field.
Experience:
Significant experience (5+ years) in professional evaluation experience and data analysis in a healthcare setting.
Leadership role supervising a team for 2 or more years.
Knowledge/Skills Required:
Preferred experience with the application of statistical theory to evaluation methodologies in health care. Experience with community assessment methods, such as survey development and implementation, is ideal. Experience in the area of health care research activities desirable. Experience in technical writing preferred.
