SOFWERX was established under a Partnership Intermediary Agreement (PIA) between United States Special Operations Command (USSOCOM) and the Doolittle Institute (DI). Its growing eco-system includes both traditional and non-traditional innovators with an emphasis on divergent thought. SOFWERX is chartered to provide a forum to accelerate technologies and conduct prototyping projects.
Job Summary:
Serving as the Doolittle Institutes Software Developer for CogWERX (the term we give to all our data science activities), this position is in the Tampa Bay area, and has the following responsibilities:
Responsible for overseeing all the data science-focused software development efforts within CogWERX.
Supervise the Industry Fellows, Academic Fellows, Academic Interns, and other collaborators working on software aspects of CogWERX.
Identify and develop key relationships within industry, academia, and other innovation communities that provide strategic value, synergy, and/or those opportunities which best support the institutional goals and objectives that support USSOCOM.
Manage the expectations of, and coordinate directly with customers, academia, national labs, industry, and other strategic partners in the region, to ensure SOFWERX remains effective and subsequently valuable to USSOCOM.
Report to the SOFWERX CIO in Tampa, Florida, but will have the latitude, authority and discretion to work autonomously with those organizations, associations, businesses, and individuals necessary to meet both institutional and USSOCOM goals of collaboration, innovation and acceleration of technologies and capabilities.
Given the above responsibilities, the following functions must be performed:
Essential Functions:
Participate and lead discussions with SOF warfighters and other USSOCOM stakeholders to derive outcome-based metrics, deconstruct requirements, propose solutions and/or develop experimentation goals and timelines to reach their desired outcome.
Identify, assess, and utilize Open Source, commercial, academic, and governmental software and software architectures applicable to data science experimentation.
Develop software development processes, procedures and techniques that effectively support rapid, iterative, and collaborative experimentation.
Lead diverse teams of software developers in integrative, iterative, and rapid sprints to explore hypothesis, develop proofs-of-concept, and evaluate prototypes in a dynamic and applied manner.
Monitor and evaluate the progress of CogWERX software efforts and provide weekly reports to the SOFWERX CIO.
Effectively communicate (both written and oral) with DI staff, customers, academia,
industry partners, community volunteers, high ranking officials, and the public.
Non-Essential, but Desired Additional Functions:
Participate in analysis of promising future technology discussions to assess their practicality, maturity and potential ability to be actualized to meet customer needs.
Develop and leverage relationships across the enterprise; industry, academia, labs and other non-traditional players.
Qualifications:
Experience: Demonstrated software contributions to data science-related Open Source projects and communities (including visualization). Documented participation in rapid software prototyping and experimentation.
Education: Bachelor's Degree in Computer Science, Software Development, and/or Information Systems (desired).
Military experience (desired).
Well-developed interpersonal and communication skills.
Must be willing and able to work in Tampa, Florida.
