County Auditor Job Opening in Hondo, Texas - Function as Chief Financial Officer of Medina County as appointed by the District Judge of the 38th Judicial District under Local Government Code Sections 84.003, 84.004 and 84.006.
Oversee all county accounting functions in compliance with GAAP, GASB, and applicable laws, codes and regulations.
Assure financial transparency and accountability through regular internal audits and annual, independent audits.
Responsible for maintaining accounting records and examining the accounts of all County officials.
Establish a system of internal controls.
Provide general oversight of the books and records of all county officials authorized or required to receive county funds.
Forecast financial data for budgetary formulation purposes.
Responsible for Commissioners Court financial operations and disbursement of County funds.
Ensure expenditures are made in strict compliance with the approved budget.
Advise Commissioners Court in regards to budget status, bids and grants and answer budget questions and questions regarding financial accounts.
Provide financial recommendations to Commissioners Court.
Review purchase orders and expenditure requests from various departments; assure their budget compliance, and make suggestions and corrections as needed.
Lead, supervise and appoint staff in accordance with established state, county and departmental policies, procedures, goals and directives.
Verify and approve county payrolls.
Maintain good working relationships with county employees, departments and officials as well as with other agencies, state and federal departments.
Complete continuing professional education courses/credits relating to duties of county auditor during each two-year appointment as provided in Local Government Code Section 84.0085
MINIMUM QUALIFICATIONS:
Bachelor?s Degree in Accounting from an accredited university.
Working knowledge of government auditing and accounting is essential.
Fund accounting experience with an extensive proven knowledge of GAAP,
GASB and applicable laws, codes and regulations.
Ability to communicate effectively with diverse groups of individuals utilizing tact and diplomacy.
Ability to establish and maintain effective working relationships with co-workers, county employees, elected/appointed officials, governmental representatives, constituents, outside agencies and the public.
Excellent oral and written communication skills.
Strong organizational skills and proven ability to maintain accurate, detailed records that will be audited periodically.
Must be a person of unquestionably good moral character and intelligence.
PREFERRED REQUIREMENTS:
Five years of directly applicable work experience in a professional capacity in accounting and finance.
Five years of demonstrated supervisory experience in the public sector or a comparable environment: medium to large sized organization.
Certification as a Certified Public Accountant (CPA), Certified Internal Auditor (CIA) or Certified Public Finance Officer (CPFO).
Auditor/Accountant work experience in state or local government.
Experience with Microsoft Office, Hill Country Software and Support (HCSS), Tyler Technology, Net Data, OpenGov and other data base programs.
PHYSICAL DEMANDS AND WORK ENVIRONMENT:
Extensive computer entry, typing, sitting and driving to other county, state and
federal related offices.
