The Health Care Access and Healthy Birth Outcomes Program Manager leads health care access and healthy birth outcomes programming. These programs focus on improving health for women and their familities through providing health insurance, health care navigation, health education and linkages to other support services. These programs primarily serve homeless and underserved women, and their families at several sites in greater Seattle and high risk pregnant women with an emphasis on supporting women of color in Seattle and South King County. The Program Manager coordinates daily operations, providing staff supervision and leads program implementation, program evaluation, community collaboration and contract management.
RESPONSIBILITIES:
Leads the development, implementation, and evaluation of the Health Care Access and Healthy Birth Outcomes programs;
Manages Health Care Access and Healthy Birth Outcomes contracts to ensure deliverables are met;
Serve as primary liaison with program funders including contract management, program and financial reporting;
Supervise all Health Care Access and Healthy Birth Outcomes programs staff including hiring, training, day to day supervision, and performance evaluations;
Partners with the Fiscal and Data Coordinator to ensure monitoring of program contracts, including preparing monthly invoices, completing weekly budget overview, monitoring general ledger details and the monthly operating reports;
With the Fiscal and Data Coordinator and Data Department, monitor and maintain all data tracking requirements
Manage Medicaid Administrative Claiming activities, including the Random Moment Time Study process, invoicing, audits and monitoring changes to policies and procedures
Lead program referral process and case conferencing
Lead continuous quality improvement activities including analysis of client survey data and data generated across all project databases.
Establish and maintain systems to improve efficiencies in program activities
Identify opportunities for staff growth and learning including appropriate community trainings;
Serve as a liaison between the Health Access Department Director and program staff;
Coordinate Eye Care for the Homeless Project;
Facilitate staff collaboration with other YWCA programs, public health and community-based organizations and other local providers in medical, dental and vision field;
Build and maintain relationships with HBO referral agencies including the identification of primary contacts and the development of program champions
Manage and expand relationships with HCA site partners
Develop, monitor and refine MOUs with new and existing partners
Represent the programs to community groups, funders and media outlets;
Ensure HIPAA compliance across all program components
Develop and maintain program policies, procedures and protocols
Coordinate team participation in HOPE Network, Health Care for the Homeless Network, King County IPA Network and Equal Start Community Coalition;
Collaborate with other staff to research, strategize, write and edit grant requests;
Convene regular staff meetings and ensure that agency- and department-wide information is communicated with team;
Participate in Health Access Department Management Team meetings and other leadership activities such as retreats
Identify emerging community needs and resources
Lead program responses to shifting community needs and healthcare system changes;
Incorporate the YWCA?s Social Justice Initiative by understanding how racism, sexism, classism and other oppressions intersect and are embedded in institutions.
Continue search for understanding of racial, gender and class equity.
Adhere to all Volunteer Services protocol relative to volunteer usage, recognition and monitoring.
Assure that clients, staff, volunteers and community partners are treated with respect and dignity regardless of race, ethnic background, gender or socioeconomic background.

QUALIFICATIONS & CORE COMPETENCIES:
Either:
At least 3 years of experience with peer support models and direct service in community health reaching homeless and/or underserved communities
Or:
Bachelor?s Degree and 1 year of experience with peer support models and direct service in community health reaching homeless and/or underserved communities
And:
Minimum two years of supervisory and program management experience required
Additional Required Qualifications:
Previous work experience with at risk families and high risk pregnancy;
Understanding of the Affordable Care Act, Medicaid and perinatal case management
Flexibility, strong organizational skills and ability to problem-solve creatively
Ability to manage multiple projects simultaneously
Experience with diverse cultures and promoting social justice and health equity
Commitment to diversity, including sensitivity to the needs of clients and staff from diverse cultural and economic backgrounds
Experience managing contracts and building community partnerships
Preferred Qualifications:
Prior experience developing or adapting case management tracking forms
Prior experience conducting community-based program evaluation
Strong written and verbal communication skills
Able to give and receive constructive criticsm
Proven track record for managing deadlines and multiple commitments
Prior grant writing experience
Bilingual English-Spanish

Occasionally reaches outward, stands, squats, kneels, bends, walks and lifts items up to 20 pounds in performing duties in the office and in traveling to off-site meetings
Occasional local travel to multiple locations for off-site meetings

HOURS, RATE, BENEFITS:
Full-time, 40 hours per week, Exempt position
$22.83 ? DOE, per hour
Fair Labor Standards Act (FLSA) Classification: Exempt
