The Office of the Chief Financial Officer (OCFO) whose mission is to enhance the fiscal and financial stability, accountability and integrity of the Government of the District of Columbia is in search of a Controller. The incumbent?s primary focus is to provide oversight of accounting and grant management functions of the University of the District of Columbia (UDC). In addition, duties include but are not limited to:
Monitoring and overseeing the design and development of financial components to assure that UDC Accounting, Accounts Payable and Grants management functions and policies are in compliance with Generally Accepted Accounting Principles (GAAP), GASB District policies and procedures, Federal rules and regulations and NACUBO standards
Providing technical assistance to managers and programs in the development or modification of accounting systems
Establishing and documenting policies and procedures which ensure sound internal control structure for all UDC accounting and grants management transactions and processes
Providing advice to management and staff on financial matters
Coordinating the completion of the Comprehensive Annual Financial Reports (CAFR), A-133 audits, and the presentation of financial information for quarterly board meetings
Developing and providing information, technical guidance and reports to auditors (external and independent auditors, Office of the Inspector General, OCFO Office of Integrity and Oversight, and other stakeholders) as requested
Analyzing reports, statements, and financial data and preparing the monthly financial forecast reflecting the financial condition of UDC
Preparing and overseeing the preparation of UDC?s quarterly and annual financial and consolidated statements
Coordinating and reviewing all reports of grant and entitlement programs prior to submission to grantor agency
Planning and conducting internal financial and operating audits to define control weaknesses and recommending cost effective and value added remedial measures
Performing other related duties as assigned.
MINIMUM QUALIFICATIONS:
Seven (7) years of progressive experience performing the related duties and responsibilities such as:
Providing oversight, advisory support, and supervision of accounting and grant management functions
Possessing expert knowledge of GASB, GAAP, and NACUBO standards
Must have experience working with institutions of higher learning (college/university level)
In addition ? CPA license is required. Applicant must have a degree in accounting or related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. This can include up to six (6) hours of business law. Applicants must submit an official transcript that verifies a degree in accounting or related field and 24 semester credit hours in accounting in order to be considered. If applicable, your application package must include a foreign credential course by course evaluation of all foreign transcripts.
