Bachelor?s Degree or equivalent purchasing/business experience
Three years warehouse and/or purchasing, mining product and machinery preferred
Knowledge of technology to support sourcing activities including computer skills that include a knowledge of applicable ERP systems (Oracle preferred) and Microsoft Office software applications (Excel & Word proficient)
Basic knowledge of legal implications associated with sourcing function as it relates to the UCC, contract law, anti-trust laws and common laws
Communication skills (verbal, written and listening) including negotiation skills and interpersonal skills to work effectively with all departments within the company at all levels and interact well with suppliers and contractors
Ability to procure parts and services and comprehend the aspect of contract negotiations (terms and conditions), minimizing risk and maximizing revenue
Ability to advance negotiation skills and implement cost reduction strategies
Basic knowledge of legal implications associated with the sourcing function as it relates to the UCC, contract law, anti-trust laws and common laws
An understanding of general accounting practices and SOX controls.
A general understanding of insurance knowledge
Knowledge of other mining functions, roles and priorities
Experience and flexibility in managing multiple tasks and heavy work loads

Position Summary
The Contract Administrator maintains the contract files and insurance of all contractors performing services for Contura Coal West, LLC. This position also sources non-stocked items and processes service requisitions to purchase orders ensuring contractor is compliant with company standards using accepted sourcing policies and tools such as negotiation skills and coordination with end users, suppliers and contractors. This position also evaluates market conditions and participates with other departments to carry out sourcing activities.
Essential Functions
Able to meet the physical demands of the position according to the physical demands analysis
Maintain agreements ensuring contractor has required insurance and certifications to perform work
Process orders for non-stock materials, MRO supplies, cataloged non-inventoried items and expense items
Provide guidance and support in finding solutions for emergency problems involving critical materials
Communicates with suppliers to: place orders, expedite deliveries resolve invoice discrepancies, revisit pick-up and/or shipping schedules and returns, notification of complaints or rejection, obtain shipping and forwarding information, obtain pricing and availability information.
Communicate with all requisitioning departments and personnel to coordinate delivery schedules, provide order detail to resolve discrepancies as required
Maintain various applicable ERP systems for an automated procurement system
Participate in corporation national agreements
Facilitate resolutions to warranty issues for items as needed
Facilitate resolutions to code discrepancies with Accounting group.
Review open purchase order report and expedite as necessary.
Review assigned monthly SOX controls and expedite as necessary
Review assigned monthly KPI?s and expedite as necessary
Maintain pricing and due date requirements on purchase orders
Evaluate supplier capabilities and performance of products and services
Establish relationships internal and external to organization to be an effective buyer
Good understanding of warehouse function, process and duties
Maintains confidentiality, integrity, trust and ethics
Process all non-cataloged repair items including core information, warranty and new replacement evaluation
Audit p-card for receipt accuracy
Regular and predictable attendance
Other projects as assigned
