GENERAL DESCRIPTION: The Wyoming Department of Transportation (WYDOT) is seeking a full time Bridge Operations Engineer III in Cheyenne to perform professional engineering, related to the inspection of highway related structures that enhances public safety and improves the state's transportation system. ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.
Perform routine field inspection, fracture critical inspection, and/or special inspection of existing, recently constructed, and damaged local and state owned bridges and other related structures.
Serve as a lead inspector of a bridge inspection team.
Prepare for inspections by reviewing structure file, identifying structure components and elements, arranging traffic control, owner permission, or both, and accounting for special considerations.
Ensure inspections accurately and completely reflect the structural and functional conditions of the structure; are thorough, timely, and completed in accordance with WYDOT policies, procedures and the FHWA National Bridge Inspection Standards.
Enter field inspection data into bridge management system database.
Prepare detailed structure inspection reports, with photos in accordance with the Federal Highway Administration's National Bridge Inspection Standards.
Use non-destructive testing methods to assess damage as required.
Record various measurements and take photographs for use in load ratings or developing the repair strategies.
Attend refresher training to ensure compliance with state and Federal inspection requirements.
Assist in the preparation of yearly schedule for inspection of off-system bridges, fracture critical bridges, and other special inspections based on Federal inspection frequency guidelines.
Perform quality control for inspection reports for completeness and accuracy.
Assist in selection of bridges to conduct quality assurance inspections.
Author inspection and condition reports and other inventory and inspection related correspondence Structural Capacity Analysis.
Utilize various computer applications to determine the theoretical load carrying capacity of structural components for use in evaluation, overload review, and load carrying capacities. This requires considerable engineering theory and design principles; knowledge of the condition of the structure; and knowledge of the AASHTO design specifications and AASHTO Manual for Condition Evaluation.
Review the load capacity of the structures on routes to be taken by all permitted overloads throughout the state.
Approve of load rating and take responsibility by affixing Professional Engineer Seal.
Train, coach, mentor, and provide technical assistance to engineers and technicians.
Qualifications
PREFERENCES: Preference will be given to candidates with a Civil Engineering Bachelor's degree, with an emphasis in Structures, and Completion of National Highway Institute (NHI) Course No. 130055, Safety Inspection of In-Service Bridges. KNOWLEDGE:
Knowledge of FHWA National Bridge Inspection System, WYDOT operating policies. Federal Inspection & Inventory regulations.
National Bridge Inspection Standards, bridge elements, Department procedures, practices and policies for inspecting structures.
Knowledge of drafting principals, practices, techniques and standards that relate to structural detailing.
Computer aided drafting software (Microstation), word processing and spreadsheet applications.
Operation of inspection equipment.
Climb on structural members and access bridge components that require close inspection.
Produce clean legible and understandable drawings in the field and convert to CADD details. Convey verbally and written accurate descriptions of structural damages and give direction to other members of the bridge inspection team.
Knowledge and competence in the principals, application and interpretation of structural engineering design and theory to ensure uniformity and compliance with AASHTO design specifications, program policies, and department standards.
MINIMUM QUALIFICATIONS: Education: Bachelor's Degree (in Engineering) PLUS Experience: 1-2 years of progressive work experience in Engineering PLUS Certificates, Licenses, Registrations: PLUS Professional Engineer's (PE) License Required - (Wyoming PE required within six months of hire date.)
